Greece's draft rules on AI and algorithms for platform workers: what the ministry has said so far
Greece's Ministry of Labour says a bill transposing the EU platform-work directive would bar platforms from processing workers' emotional, biometric and health data and keep 'critical decisions' under human oversight, but no text has been published and the EU deadline is 2 December 2026.
13We read 13 sources, 11 in Greek, 4 of them official documents, including both Ministry of Labour releases (5 and 13 October 2026). No bill text exists and the committee's report has not been published, as far as we could find, so everything we say about the bill's content is the ministry's own summary. We could not open opengov.gr or the directive on EUR-Lex when we checked on 13 October 2026., so you can read this in 4 minutes. What we checked ↓
Does this affect you?
- Delivery riders and others who work through apps
- Nothing changes yet, because there is no bill text.1 The ministry says the bill would ban platforms from processing workers' emotional, biometric and health data, keep 'critical decisions' under human oversight and give a right to an explanation and a review.1
- Digital platforms operating in Greece
- According to the ministry's summary, the bill would provide for an impact assessment and for information and consultation before algorithmic systems are introduced, and platforms would give the authorities, and keep updated, information on everyone who provides services on them, who would be recorded in a new Register for Digital Platforms in ERGANI.1
- Other employers using AI to manage staff
- The 13 October 2026 summary ties the limits to people working on platforms; the 5 October 2026 version of that sentence did not, although that release also linked the bill to platform workers. The scope will only be settled by the text.12 Separately, the EU AI Act has banned emotion recognition in workplaces since 2 February 2025.11
What to do Nothing changes yet and there is nothing to do: no text has been published and no public consultation has been announced.12 Watch for the draft on opengov.gr; the EU transposition deadline is 2 December 2026.10

Greece's Ministry of Labour is preparing a bill that would limit how digital platforms use algorithms and artificial intelligence to manage the people who work through them.1 The bill would transpose Directive (EU) 2024/2831 on working conditions in platform work, which EU member states must write into national law by 2 December 2026.2710
There is no bill text yet.12 What exists is a report by a law-drafting committee, sent to unions and employers but not published, as far as we could find, and two short summaries from the ministry dated 5 and 13 October 2026.21 Everything this article says about the bill's content comes from those ministry summaries.12
What has happened so far?
On 5 October 2026 the Minister of Labour, Niki Kerameus, received the report of the νομοπαρασκευαστική Επιτροπή Εργασίας (nomoparaskevastiki Epitropi Ergasias), the labour law-drafting committee of the Υπουργείο Εργασίας και Κοινωνικής Ασφάλισης (Ypourgeio Ergasias kai Koinonikis Asfalisis, the Ministry of Labour and Social Security).24 The committee is chaired by Ioannis Skandalis, associate professor of labour law at the law school of the National and Kapodistrian University of Athens.23 The ministry sent the report to the national social partners with an invitation to discuss the "final shaping" of the bill.2
In a release dated 13 October 2026, the ministry said Kerameus had met the social partners on the bill.1 The release does not give the date of the meeting.1 Those present included the presidents of ΓΣΕΕ (GSEE), the private-sector union confederation, ΣΕΒ (SEV), the main business federation, and ΓΣΕΒΕΕ (GSEVEE), which represents small businesses.1 The ministry says some of the social partners' comments have already been accepted for inclusion, without saying which.16
Would the rules cover all employers, or only platforms?
On the ministry's current wording, the rules are about platforms.1 The 13 October 2026 release says the bill sets, for the first time, distinct limits on algorithmic and automated AI systems used to manage people "working on platforms", in our translation.1 The 5 October 2026 release used the same sentence without the words "working on platforms" (που απασχολείται σε πλατφόρμες).2 That release did, however, link the bill to the platform-work directive and quote Kerameus as saying the ministry was focusing on "platform workers", in our translation.2 Neither release explains the change.12
Some headlines spoke of limits on AI "in workplaces", and the ministry's own release title refers to "the labour market".121 Neither release says the rules would apply to employers that do not operate through platforms, so the scope of the bill will only be settled once a text is published.12
With the draft law it is advancing, the ministry sets, for the first time, distinct limits on the use of algorithmic and automated AI systems used in managing human resources working on platforms, so as to restrict their uncontrolled operation.21
It creates transparency obligations, under which a Register for Digital Platforms is set up in the ERGANI information system to record everyone who provides services on the platforms. Platforms must give the competent authorities, and keep updated, information on their service providers.1
What would platforms no longer be allowed to do?
The 13 October 2026 release describes the bill along three axes; the 5 October 2026 release described two.12
Under the first axis, the bill would ban the processing of particularly sensitive personal data, such as information about a worker's emotional or psychological state, private conversations, biometric data or health data.113 The bill would also provide for an impact assessment, information about the algorithms and data used, and measures to protect workers' health and safety from the automated management of work.12
The second axis is human oversight: "critical decisions" are not to be left solely to AI or automated systems.112 Workers would have a right to an explanation and to a review.13 Algorithms would be assessed with the participation of workers' representatives, and information and consultation would be mandatory before such systems are introduced.12
The ministry does not define "critical decisions", and its releases do not say whether hiring, dismissal, account suspension, pay or task allocation are included.12
The third axis, which appears only in the 13 October 2026 release, creates transparency obligations: a Register for Digital Platforms would be set up in the ΕΡΓΑΝΗ (ERGANI) information system, recording everyone who provides services on the platforms.15 Platforms would have to give the competent authorities information on their service providers and keep it updated.1
AI "significantly improves productivity in the labour market", Niki Kerameus said, according to the ministry's 13 October 2026 release, "but safeguards are also needed" to protect workers and the labour market, in our translation.1
What do the ministry's summaries leave out?
Neither release mentions a presumption of employment, sanctions, enforcement by the Labour Inspectorate (Επιθεώρηση Εργασίας, Epitheorisi Ergasias), or whether the rules cover the self-employed.12
At EU level, according to the European Parliament, the directive prohibits certain algorithmic decisions, such as suspending accounts, and the use of algorithms to process emotional or psychological data.10 The Council adopted the directive on 14 October 2024, and it was published in the EU's Official Journal on 11 November 2024.10
What are delivery workers asking for?
On 5 October 2026, 14 delivery-worker unions, at the initiative of the efood workers' union, submitted a memorandum to the law-drafting committee.87 The Press Project reports that it sets criteria for a genuine employment relationship and asks for transparency on couriers' terms.8 According to in.gr, the demands include a presumption of dependent employment with the burden of proof on the platform, algorithmic transparency and human oversight, and platform liability across subcontracting chains.7
in.gr and mononews both point to Article 69 of law 4808/2021, a 2021 labour law.79 In in.gr's words, paragraph 2 of that article "has in practice created a presumption of no dependent employment" for platform workers, in our translation.7
How does this relate to the EU AI Act?
The ministry does not mention the AI Act, a separate EU regulation, so what follows is our context, not the ministry's.12 Under the AI Act, emotion recognition in workplaces has been a banned AI practice since 2 February 2025, according to the European Commission.11 The Act classes AI tools for employment and the management of workers, such as CV-sorting software, as high-risk, and after the AI Omnibus those rules apply from 2 December 2027.11
When could the bill become law?
No date has been announced for a public consultation on opengov.gr, the government's consultation site, or for tabling the bill in Parliament.12 The EU transposition deadline of 2 December 2026 is 50 days after the ministry's 13 October 2026 release, by our calculation.101

What we checked
Highlights from our fact-check against the original Greek documents. Every claim in the article went through the same check.
- Not in the document
The ministry's own release titles present the bill as limiting AI 'in the labour market' (13 October 2026) and AI's 'intervention in human resources' (5 October 2026).12
Neither release says the rules reach employers outside platforms. Both tie the bill to the platform-work directive, and the 13 October 2026 release limits AI used to manage people 'working on platforms'.12
- Confirmed
Dnews reported that the bill would ban processing workers' emotional, biometric and health data.13
The ministry's 13 October 2026 release says this in its first axis.1
- Confirmed
in.gr, The Press Project and mononews reported that Greece must transpose the directive by 2 December 2026.789
The European Parliament's legislative page says the new rules apply from 2 December 2026.10
- Confirmed
Sofokleousin and Insider.gr reported a new Register for Digital Platforms in ERGANI.56
The 13 October 2026 release describes the register as the bill's third axis; the 5 October 2026 release did not mention it.12
What we don't know yet
- Who exactly is covered. The 13 October 2026 release ties the limits to people working through platforms, the same sentence in the 5 October 2026 release did not, though that release framed the bill around platform workers, and headlines speak of 'the labour market'. Whether ordinary employers using AI for hiring, scheduling or monitoring are included is not clear.
- What counts as a 'critical decision': hiring, dismissal, account deactivation, pay or task allocation.
- Whether the bill includes a presumption of employment for platform workers, and whether it changes Article 69 of law 4808/2021.
- Whether the rules apply to self-employed couriers or only to employees.
- Sanctions and enforcement, including any role for the Labour Inspectorate (Επιθεώρηση Εργασίας, Epitheorisi Ergasias) and the Hellenic Data Protection Authority.
- Who must register in the ERGANI platform register, from when, and what data goes in.
- Which social partners' comments were accepted, and what the unions and employer bodies said at the meeting; we found no public statement from any of them.
- When the draft goes to public consultation and to Parliament, whether Greece will meet the 2 December 2026 deadline, and whether the committee's report will be published.
- Whether the 14 delivery-worker unions' request for a meeting with the ministry was granted.
