Claim check: 12 numbers from Mitsotakis and Tsipras, tested against official data

Mitsotakis and Tsipras argued in early October 2026 over whether Greeks are better off than in 2019; we tested 12 of their figures to one standard, and each man had numbers that match the data and numbers that need correcting or context.

43We read 43 sources, 33 in Greek, 10 of them official documents, including ELSTAT, Eurostat and ministry data series, so you can read this in 10 minutes. What we checked ↓

At a glance

  • Tsipras's petrol figures (€1.5 then, €2.2 now) match the official bulletins, but his claim that a family's electricity bill doubled does not: official household prices rose by about half.
  • Mitsotakis's unemployment figures (18% in 2019, 7.4% in August 2026) match Eurostat. His GDP figures (€185bn to €262bn) are nominal, although two reports have him saying "in real terms"; real GDP rose 10.8% from 2019 to 2025, by our calculation.
  • Greek debt fell as a share of GDP, from 183.2% in 2019 to 146.1% in 2025, but rose in euros, from €339.2bn to €362.9bn.

Are Greeks better off than in 2019? Former prime minister Alexis Tsipras and Prime Minister Kyriakos Mitsotakis both answered that question with numbers in early October 2026.1811 The argument is not new: on 8 September 2026 Minister of State Akis Skertsos published a reply to Tsipras on whether Greeks lived better in 2019 than in 2026.42

How Claim check works. We test only claims that contain a number. We test the government and the opposition in the same piece, to the same standard. We compare each number with official data and say where it comes from. Our verdicts are about the numbers, not about the people who used them. The scale has five steps: Accurate; Accurate but misleading (the number is right but leaves out something that changes the picture); Inaccurate; Not supported (official data do not back it, at least yet); and Can't be checked. Every percentage change below is by our calculation from the sources cited.

Who said what, and where?

Tsipras spoke in a radio interview on Παραπολιτικά 90,1 (Parapolitika 90.1) on Thursday 8 October 2026.1257 Outlets transcribed his words differently, and on two figures they disagree, so we paraphrase his claims rather than quote them, and say where reports differ.1346

Mitsotakis spoke to the general assembly of ΣΕΒ (Σύνδεσμος Επιχειρήσεων και Βιομηχανιών, Syndesmos Epicheiriseon kai Viomichanion, the Hellenic Federation of Enterprises, SEV) on 6 October 2026.8910 He also posted his Sunday weekly review on 4 October 2026.111213 At ΣΕΒ he compared Greece's debt reduction with that of other OECD countries but gave no debt figure, so our rules exclude that claim.89 We therefore check his most recent debt claim with a number, from a post on 18 August 2026, which is older than the other claims.1415

Tsipras on fuel: petrol and heating oil

According to reports of the interview, Tsipras said unleaded petrol cost €1.5 a litre during his own premiership and €2.2 now.3456 The national average for unleaded 95 was €1.475 on 7 January 2019, €1.599 on 1 July 2019 and €2.204 on 6 October 2026.161720 In October 2018 it was €1.664.18 By our calculation the rise to October 2026 is between 32% and 49%, depending on which month is taken as "then".161820 Verdict: Accurate. The October 2026 price comes after Brent crude rose above $100 a barrel in September.43

According to the same reports, he said heating oil went from €1.1 to €2.346 The home-delivery average was €1.147 on 17 October 2018 and €0.998 on 7 January 2019.1816 There is no official heating-oil price for now: the bulletin records no consumption from 1 May to 14 October.20 The price was €1.740 on 29 April 2026, shortly before recording stopped for the summer: by our calculation 52% above October 2018 and 74% above January 2019.191816 Mitsotakis said the government aims to keep it below €1.75 a litre this season.1112 Verdict: Not supported, at least until the official series resumes on 15 October 2026.20

Did electricity bills double?

Tsipras said a family of four in a home of about 100 square metres paid €60 a month for electricity then and €120 now, according to reports.245 Eurostat's household price in the 2,500–4,999 kWh band, all taxes included, was €0.1595 per kWh in the first half of 2019, €0.1551 in the second half, and €0.2401 in the first half of 2026.34 By our calculation that is a rise of 51% to 55%.34 The electricity component of the consumer-price index rose 59.2% from July 2019 to August 2026, and 43.8% between the 2019 and 2025 annual averages, by our calculation.3536 Verdict: Inaccurate. Official prices rose by about half, not double.34 A single bill also depends on consumption, tariff and subsidies, but Eurostat's band covers a typical household's annual use, so unlike the rent example this one can be tested against an official price.34

Rents in Pagkrati

Tsipras said a rent in the Athens district of Pagkrati rose from €700 to €1,200, according to reports.245 As far as we found, no official rent figure exists for a single neighbourhood.35 The national index for actual rents rose 31.8% from July 2019 to August 2026, by our calculation.3536 Verdict: Can't be checked. The index measures rents paid by sitting tenants, in our description, so it is not comparable with the rent on a new let.35

Prices, wages and Europe

Tsipras set price rises of 70–100% across daily life against a 30% rise in the average wage, according to most reports; one report, carried word for word by two outlets, gives 70–80%.13456 One report has him saying the rises reach 70%, 80% or even 100% «σε πολλές περιπτώσεις» ("in many cases", in our translation), and in the words quoted by ΕΡΤ, the public broadcaster, he listed rises of 70%, 60%, 80% and 100%.72 According to figures from ERGANI (ΕΡΓΑΝΗ), the private-sector employment records, reported by Insider.gr, the average gross monthly wage for all employees rose from €1,046 in 2019 to €1,362.66 in 2025, or 30.3%.38 For full-time employees it rose from €1,264 to €1,516, about 20%.383940 Consumer prices overall rose 19.8% from 2019 to 2025, and 24.9% from July 2019 to August 2026, by our calculation.3635 Verdict: Inaccurate. The 30% matches one official wage measure, but no general price measure rose by 70–100%.353638 Of the items he named, only heating oil (52–74% to April 2026, depending on the base month) came close in official data; electricity rose about half, petrol 32–49%, and the rent index 32%, by our calculation.161819203435

He also said the average wage is €18,000 a year in Greece and €40,000 in Europe.137 Eurostat's average full-time adjusted salary for 2024 was €17,954 in Greece and €39,808 in the EU-27, not adjusted for purchasing power.37 Verdict: Accurate.

On Bulgaria, the host station's report has him saying the gap in average wages was «σχεδόν 50%» ("almost 50%", in our translation) when he was in office and 17% now; other reports give 50% or 40%.1346 He gave no year, so using 2019 as the base is our choice.13 By our calculation from Eurostat's figures, Greece was 83.5% above Bulgaria in 2019 (Bulgaria 45.5% below Greece) and 16.7% above it in 2024 (Bulgaria 14.3% below).37 Verdict: Accurate. His two figures mix two ways of measuring the gap, but on either consistent measure it narrowed at least roughly as much as he said: from 83.5% to 16.7% (Greece's premium), or from 45.5% to 14.3% (Bulgaria's shortfall), by our calculation.37 The 40% version in some reports is below both 2019 measures, so it too understates the narrowing, by our calculation.3637

Did unemployment fall from 18% to 7.4%?

Mitsotakis said at ΣΕΒ that unemployment fell from 18% in 2019 to 7.4% in August 2026.8910 Eurostat gives 17.9% for 2019 as a whole and for July 2019, and 7.4% for August 2026, seasonally adjusted.3132 ΕΛΣΤΑΤ (Ελληνική Στατιστική Αρχή, Elliniki Statistiki Archi, the Hellenic Statistical Authority) also reported 7.4% for August 2026.33 Verdict: Accurate.

GDP, growth and jobs

Mitsotakis said GDP is expected to rise from €185bn in 2019 to €262bn at the end of 2026, according to reports of the speech.8910 Two of the three reports, by Ράδιο Θεσσαλονίκη (Radio Thessaloniki) and ΣΚΑΪ, have him adding «σε πραγματικούς όρους» ("in real terms", in our translation); the third, by Sofokleousin, does not, and we could not obtain the official transcript.8910 The Radio Thessaloniki report also writes "262 million", which we read as a slip for billion.8 Nominal GDP was €185.2bn in 2019, and the draft 2027 budget, tabled on 5 October 2026, forecasts nominal GDP of about €262bn for 2026.282930 Verdict: Inaccurate as two of the three reports have it; Accurate but misleading if he did not say "in real terms". Both figures are nominal, so the rise includes inflation, and the 2026 figure is a forecast, which he presented as such.91029 By our calculation GDP rose 34.1% in nominal terms from 2019 to 2025, but 10.8% in real terms.28 In real terms GDP was €204.4bn in 2025, at 2020 prices.28 As with Tsipras's figures, we judge the version most reports give, and we will update the verdict if a transcript shows otherwise.

In his 4 October 2026 review he said real GDP rose by 11 points and over 550,000 new jobs were created.111213 The real rise from 2019 to 2025 was 10.8%, by our calculation, and ERGANI recorded more than 563,000 new private-sector salaried jobs from December 2019 to December 2025.283840 He did not say which jobs he counted, so the ERGANI figure is close to his rather than the same measure.1138 Verdict: Accurate, if the base is 2019; the post links the figures to the «Ελλάδα 2.0» (Greece 2.0) recovery plan but gives no base year.11

He also said at ΣΕΒ that the average full-time wage has already passed €1,500.89 ERGANI's figure for 2025 is €1,516 a month gross.3841 Verdict: Accurate. By our calculation it rose about 20% from 2019 to 2025 while consumer prices rose 19.8%, so the real full-time wage was roughly flat.3836

Has public debt shrunk by a third since 2021?

On 18 August 2026 Mitsotakis said public debt had shrunk by a third from 2021 to date, in the same sentence as a forecast that it will be below 110% by 2031.1415 He did not say whether he meant euros or a share of GDP; the 110% in the same sentence can only be a share of GDP, although he did not say so, so we test both the ratio and the euro amount.15 He gave no quarter either, so measuring from the first quarter of 2021, the peak quarter, is our choice.141522 As a share of GDP, debt fell from 212.9% in the first quarter of 2021 to a provisional 143.5% in the first quarter of 2026, a fall of 32.6% by our calculation.22 From the 2021 annual figure of 197.3%, the fall to early 2026 is 27%, by our calculation.2122 In euros, debt rose 1.7% from the first quarter of 2021 to the first quarter of 2026, from €353.9bn to €360.1bn, by our calculation.22 Verdict: Accurate but misleading. As a ratio the claim holds from the 2021 peak quarter, but in euros the debt did not shrink at all.22 In our reading, the ratio fell because GDP grew while the debt in euros stayed roughly flat.2228

Traps in these numbers

  • Two kinds of debt. General government debt under the EU's Maastricht rules was €362.9bn at the end of 2025.212425 Central government debt reported by ΟΔΔΗΧ (Οργανισμός Διαχείρισης Δημοσίου Χρέους, Organismos Diacheirisis Dimosiou Chreous, the Public Debt Management Agency) was €406.1bn.2627 The reports of the ΟΔΔΗΧ figures do not explain the gap of about €43bn between the two, by our calculation.2627 Greek sources use the same words, «δημόσιο χρέος» (dimosio chreos, public debt), for both: reports of ΕΛΣΤΑΤ's figures use it for the first, and Mitsotakis uses it for figures that, in our reading, can only be the first; ΟΔΔΗΧ uses it for the second.142526
  • Per cent or euros. Greek debt fell from 183.2% of GDP in 2019 to 146.1% in 2025, but rose from €339.2bn to €362.9bn.2123 Both statements are true.
  • Nominal or real. Greek nominal GDP rose 34.1% from 2019 to 2025, and real GDP 10.8%, by our calculation.28
  • Base years. Petrol rose 32% from October 2018, 38% from July 2019 and 49% from January 2019, by our calculation.16171820 Debt measured from the end of 2021 (197.3% of GDP) fell about 26% by the end of 2025, by our calculation (27% to the first quarter of 2026), not a third.2122
  • Who is counted. The all-employee wage rose faster than the full-time wage; over the same years full-time work grew from 69% to 78.5% of private employment, which in our reading explains part of the gap.38

What we left out

We did not check claims without a number, such as the OECD debt comparison.8 This piece tests seven of Tsipras's figures and five of Mitsotakis's; that count reflects which figures we checked in this round, not a judgment on either man. Tsipras's figures on feta prices and tax revenue, and Mitsotakis's figures on investment (including a 60% rise), taxes and exports, were not checked in this round; they may feature in a later Claim check.35811

What we checked

Highlights from our fact-check against the original Greek documents. Every claim in the article went through the same check.

  • Got it wrong

Reports of the ΣΕΒ speech by rthess.gr and ΣΚΑΪ have Mitsotakis saying GDP will reach €262bn by the end of 2026 "in real terms"; rthess.gr also writes "262 million" 89.

€262bn is the draft 2027 budget's forecast of nominal GDP for 2026 2930. In real terms GDP was €204.4bn in 2025, at 2020 prices 28.

  • Got it wrong

Tsipras: a family of four's monthly electricity bill went from €60 to €120 245.

Eurostat's household price per kWh for typical consumption rose by 51% to 55% from 2019 to the first half of 2026, by our calculation: about half, not double 34.

  • Confirmed

Tsipras: unleaded petrol cost €1.5 a litre during his premiership and €2.2 now 356.

    The official national average was €1.475 on 7 January 2019 (€1.664 in October 2018) and €2.204 on 6 October 2026 161820.

  • Confirmed

Mitsotakis: unemployment fell from 18% in 2019 to 7.4% in August 2026 8910.

Eurostat gives 17.9% for 2019 and 7.4% for August 2026, seasonally adjusted 3132.

What we don't know yet

  • Tsipras's exact words. Outlets transcribe the radio interview differently, and we have not yet transcribed the Parapolitika video ourselves.
  • The official transcript of Mitsotakis's ΣΕΒ speech on 6 October 2026. The Prime Minister's website did not load for us, so we rely on press reports of the speech.
  • Whether Mitsotakis said "in real terms" about the €262bn GDP figure, as two reports have it.
  • Which period Mitsotakis meant when he said real GDP rose by 11 points. His post of 4 October 2026 does not say.
  • What heating oil will cost when the official price series resumes on 15 October 2026, and whether it stays below the government's €1.75 target.
  • Eurostat's 2025 figure for average full-time salaries, which is not yet published, and whether the Greece–Bulgaria gap keeps narrowing.
  • How much new-let rents in Athens have risen. Greece has no official index of asking rents comparable to the consumer-price index for sitting tenants, as far as we found.
  • Whether ELSTAT's October 2026 fiscal notification revises the 2025 debt figures and GDP for 2019–2025.
  • What accounts for the gap of about €43bn between ΟΔΔΗΧ's central government debt and the Maastricht figure. We have not obtained ΟΔΔΗΧ's own bulletin.
