Tourism for All 2026–27 in Greece: when your holiday card works, and where unspent money goes
Phase-1 winners of Greece's state holiday subsidy hold €200 to €600 (plus €50 per child from the fourth) on a digital card for accommodation only, usable only in the season they chose: low season to 30 April 2027, high season 1 May to 30 June 2027.

Does this affect you?
- Phase-1 winners who chose the low season
- Your card can be used for accommodation in Greece from 1 October 2026 to 30 April 2027, and not after that. 3
- Phase-1 winners who chose the high season
- Your first window closed on 30 September 2026; the card can be used again from 1 May to 30 June 2027. 3
- Applicants who were not drawn in phase 1
- You stay on the reserve list for the season you chose, in draw order, and may be picked for phase 2 without applying again, depending on the 2027 budget. The ministry describes phase 2 as January to December 2027 but has not announced a start date. 1414
What to do If you won, check which season you chose and plan a stay inside that window: low-season cards by 30 April 2027, high-season cards between 1 May and 30 June 2027. If you were not drawn, there is nothing to do yet; watch vouchers.gov.gr for phase 2. 34
At a glance
- Tourism for All 2026–27 was open to any adult tax resident of Greece whose 2024 tax return was filed on time and processed by the application deadline, within the income limits; the decision sets no nationality condition. [S1]
- Phase-1 winners hold a digital debit card worth €200 to €600, plus €50 per child from the fourth, that pays only for accommodation at businesses in Greece. [S1][S3]
- Low-season cards work from 1 October 2026 to 30 April 2027; high-season cards work again from 1 May to 30 June 2027. [S3] Any balance left unspent goes back to the programme, not to the holder. [S1]
If you won a card in Greece's Tourism for All 2026–27 draw, the date that matters is the end of the season you chose. Low-season cards can be used from 1 October 2026 to 30 April 2027 3. High-season cards can be used again from 1 May to 30 June 2027 3. Any balance left unspent goes back to the programme, not to the holder 1.
What is Tourism for All 2026–27?
«Τουρισμός για Όλους» (Tourismos gia Olous, "Tourism for All") is a Greek state subsidy for holiday accommodation inside Greece 1. Its legal basis is joint ministerial decision 11562/2026, published in the Government Gazette (ΦΕΚ, Fyllo Efimeridas tis Kyverniseos) B' 3409 on 15 June 2026 1. Decision 12354/2026, in ΦΕΚ B' 3766 of 24 June 2026, amended its income table 2.
The Υπουργείο Τουρισμού (Ypourgeio Tourismou, Ministry of Tourism) runs the programme with Κοινωνία της Πληροφορίας (Koinonia tis Pliroforias, ΚτΠ), the state's Information Society company, which handles applications and cards 1. Phase 1 of Tourism for All 2026–27 has a budget of €16,361,624.27 and runs until 30 June 2027; phase 2 runs until 31 December 2027 1. The decision gives 70% of the budget to the low season and 30% to the high season 1.
Could foreign residents apply?
Yes, if they were tax residents of Greece 1. The decision opens the programme to adults who are tax residents of Greece, with no nationality condition 1. Applicants also needed a final 2024 income tax return, filed by the normal deadline and processed by the closing date for applications 1. The programme platform repeats the same conditions 3.
Applications ran from 5 August 2026 at 12:00 to 21 August 2026 at 23:59 35. From 5 to 9 August 2026, access was staggered by the last digit of the applicant's ΑΦΜ (Arithmos Forologikou Mitroou, the tax identification number); from 10 August 2026 anyone could apply 56. People applied online through vouchers.gov.gr or gov.gr with TAXISnet codes, or at a ΚΕΠ (Kentra Exypiretisis Politon, citizens' service centre) 13. The Ministry of Tourism said 1,156,017 applications were made: 819,976 for the low season and 336,041 for the high season 1314.
What were the income limits?
"Income" means the total annual family income of the applicant, spouse and dependent children from every source: taxable income, actual or deemed, plus exempt and specially taxed income; a tax-exempt disability allowance is not counted 1. These were the limits for Tourism for All 2026–27 12:
| Children | Single or widowed | Married or civil partners |
|---|---|---|
| None | €21,000 | €33,000 |
| 1 | €22,500 | €34,500 |
| 2 | €24,000 | €36,000 |
| 3 | €26,000 | €38,000 |
| 4 | €31,000 | €43,000 |
| 5 | €36,000 | €48,000 |
| 6 | €41,000 | €53,000 |
| 7 | €46,000 | €58,000 |
For each child beyond seven, the June 2026 amendment adds €5,000 to each limit 2. The Ministry of Tourism says the limits rose from €19,000 (single, no children) and €31,000 (married, no children) in the previous cycle 7.
People with a disability of 67% or more, and parents of a child with such a disability, could apply regardless of income 13. Two groups were excluded, whether or not they used the benefit: people selected for the 2026–27 Social Tourism programme of ΔΥΠΑ (Δημόσια Υπηρεσία Απασχόλησης, Dimosia Ypiresia Apascholisis, the public employment service), and people drawn in Tourism for All 2025 1. The 2025 exclusion does not apply to those who took part as a person with a 67%+ disability or as the parent of a child with one 1.
How much is the card worth?
Each applicant chose the high or the low season when applying, and the low season pays more 1. The amounts are 13:
| Category | High season | Low season |
|---|---|---|
| General | €200 | €300 |
| Single or widowed with dependent children; married or civil partners with 3+ dependent children; old-age pensioners of any fund with a final pension award by 31 December 2025 | €300 | €400 |
| Disability of 67%+, or parent of a child with one | €400 | €600 |
The disability amounts are €400 in the high season and €600 in the low season 11. Winners in every category with four or more dependent children receive an extra €50 for each child from the fourth onwards 1. Someone who fits more than one category is placed in the one that pays most 1.
How were winners chosen, and how do I check?
Winners were picked by a single electronic draw across both seasons' lists, not by points 1. The Ministry of Tourism announced the phase-1 results on 28 August 2026 4. You can check by logging into your application with TAXISnet codes 410. The lists posted on vouchers.gov.gr show the application number, the last four digits of the ΑΦΜ, the draw number and the amount, not names 13.
ot.gr reported 31,702 low-season and 19,528 high-season winners 8. The ministry's announcement gave no figure, and we could not confirm these numbers 4.
How does the card work?
Once it receives the winners' file from ΚτΠ, the bank issues a digital debit card electronically within two working days 1. The platform lists Snappi, Alpha Bank and Eurobank as issuers 3. The bank sends an SMS and an email with a link; you set a password, receive a confirmation code by SMS, and the card is then active 1.
The card pays only for accommodation, at businesses based in Greece such as hotels and campsites 13. The money must be used by the winner personally; it cannot be transferred to someone else or withdrawn as cash 1. You can pay contactless, with an NFC-enabled smartphone, or online, on a website or booking platform that lets you enter the card's details 13. The decision excludes businesses whose only payment terminals are web or virtual POS 1. Ask the business before booking whether it accepts the card. You can spend the amount in one payment or in several 314.
When does my card stop working?
A phase-1 card works only in the season you chose, and in any case no later than 30 June 2027 13. Transactions outside those windows are not possible 3.
A low-season Tourism for All card from phase 1 works from 1 October 2026 to 30 April 2027 and not after that 3.
- Low season: 1 October 2026 to 30 April 2027 3.
- High season: from the date the cards took effect to 30 September 2026, then 1 May to 30 June 2027 3.
When the card's period of use ends, the bank must deactivate it at once and return what is left to the account of ΚτΠ, not to the holder 1. Once unspent phase-1 money has been settled, the decision tops up the winners' lists with more names from the "not drawn" lists (Πίνακες μη κληρωθέντων), which work as reserve lists, in draw order 1. After the programme closes on 31 December 2027, any money still unspent goes to a Bank of Greece account for unspent public investment funds 1. By our reading, a low-season balance left on 30 April 2027 is lost to the holder; we found no announcement of a refund or extension.
What happens to people who were not drawn?
There is no new application and no new draw for phase 2 1912. Phase-2 beneficiaries will be taken from the phase-1 "not drawn" lists, in ascending draw order, keeping the 70/30 split between low and high season 1912. How far down those lists phase 2 reaches depends on the 2027 budget 114. The Ministry of Tourism says it has started work to strengthen phase 2, for which additional budget has been earmarked, and describes phase 2 as running from January to December 2027 4. ot.gr reports that the start date will be announced on the programme website 8.

What we checked
Highlights from our fact-check against the original Greek documents. Every claim in the article went through the same check.
- Got it wrong
Naftemporiki's guide of 5 August 2026 said the programme was open to «Έλληνες πολίτες» (Greek citizens). 6
The decision opens it to adult tax residents of Greece and sets no nationality condition; its application form, for disability cases, even accepts the temporary insurance and healthcare number issued to foreign nationals (ΠΑ.Α.Υ.Π.Α.). 11
- Got it wrong
ERT and Zougla wrote that people with a disability above 67% get €300 in the high season and €400 in the low season, the same as families with three children and pensioners. 912
The decision gives them €400 in the high season and €600 in the low season, and lets them apply regardless of income. 11
- Got it wrong
Athens Voice reported on 4 August 2026 that phase 1 would run from September to December 2026. 11
The decision says phase 1 runs until 30 June 2027 and phase 2 until 31 December 2027. 1
- Got it wrong
The programme platform gives the amending decision as Government Gazette B' 3776/2026. 3
The amendment, decision 12354/2026, is published in Government Gazette B' 3766 of 24 June 2026. 2
- Not in the document
ot.gr wrote that phase 2 covers 30 June to 31 December 2027. 8
The decision sets only an end date for phase 2, 31 December 2027, and no start date 1; the ministry's own results announcement describes phase 2 as January to December 2027 4.
What we don't know yet
- The exact date phase 2 starts (the ministry says January to December 2027; ot.gr says 30 June to 31 December 2027), how large its budget will be, and how far down the 'not drawn' lists it will reach.
- When phase-2 cards can be used. The decision takes phase-2 winners from each season's 'not drawn' list but sets no dates.
- The date phase-1 cards were actually activated: early September 2026 was a stated target, and we found no announcement confirming it.
- How many people were drawn in phase 1. The Ministry of Tourism has not published a figure that we could find.
- Whether any extension or refund will be offered to high-season winners who did not spend their card by 30 September 2026 and cannot travel in May or June 2027. None has been announced.
- Whether there will be a new application round after this cycle.
