22We read 22 sources, all in Greek, 6 of them official documents, We read ELSTAT's second fiscal notification of 2026 in full and checked its figures against its four tables. We read ΔΥΠΑ's press release and ELSTAT's two other releases in full, and checked every figure, including the annual and monthly changes, against their tables. We read decision Α.1224/2026 in full in the Government Gazette. ΑΑΔΕ's site blocked us, so the 22 October myAADE date and the planned VAT refund rest on Agrotypos's copy of the joint release. The Bank of Greece's site also blocked us, so the balance-of-payments figures rest on Greek press reports. What did ELSTAT report for Greece's 2025 surplus and debt?

Greece's general government ran a surplus of 2.0% of GDP in 2025, and its debt at the end of 2025 was 145.4% of GDP, according to ELSTAT (ΕΛΣΤΑΤ, Ελληνική Στατιστική Αρχή, Elliniki Statistiki Archi), the Hellenic Statistical Authority, in figures published on 21 October 2026.12 ELSTAT had listed the release for 21 October 2026 in its release calendar.10 In euros, the 2025 surplus was €4,935m and gross consolidated general-government debt €362,995m, against GDP of €249,726m.12 In 2024 the surplus was €3,326m (1.4% of GDP) and debt €364,960m (153.5% of GDP), so debt fell by €1,965m during 2025, by our calculation.12 Greece's 2025 primary surplus (πρωτογενές πλεόνασμα, the balance before interest payments) was €12,777m, or 5.1% of GDP; general-government interest payments were €7,842m.12

Of the 2025 surplus, central government contributed €2,925m, local authorities €226m and the social security funds €1,784m, ELSTAT's Table 1 shows.12 General-government revenue was €124,282m (49.77% of GDP) and expenditure €119,347m (47.79% of GDP) in 2025.12 State support for financial institutions reduced the 2025 balance by €667m, or 0.27% of GDP.12

ELSTAT compiled the figures under ESA 2010, the European System of Accounts set by Regulation 549/2013, and submitted them to Eurostat, the EU's statistical office, under Regulation (EC) 479/2009.12 The 21 October 2026 release is Greece's second notification of 2026 under the excessive deficit procedure (Διαδικασία Υπερβολικού Ελλείμματος, ΔΥΕ, Diadikasia Ypervolikou Elleimmatos), the EU procedure under which member states report their deficit and debt; the first was in April 2026.12 ELSTAT describes the figures as provisional.12

Compared with April 2026, ELSTAT revised Greece's 2025 surplus from 1.7% to 2.0% of GDP and its end-2025 debt from 146.1% to 145.4% of GDP.12 For 2024 the surplus was revised from 1.3% to 1.4% of GDP and debt from 154.2% to 153.5%; the 2022 and 2023 deficits were each revised 0.1 percentage point higher, to 2.7% and 1.5% of GDP.12 ELSTAT says the revisions to the balance are mainly due to updated data, methodological changes and the classification of certain special transactions, in our translation; it does not say which transactions, and gives no reason for the debt revisions.12

How many people were on Greece's unemployment register in September 2026?

ΔΥΠΑ (Δημόσια Υπηρεσία Απασχόλησης, Dimosia Ypiresia Apascholisis), Greece's public employment service, had 655,023 people on its register of unemployed people in September 2026, according to its press release of 20 October 2026.1 That was 65,016 people (9.0%) fewer than the 720,039 registered in September 2025, and 62,903 (8.8%) fewer than the 717,926 registered in August 2026.111 Of the 655,023, 359,951 (55.0%) had been on the register for 12 months or more.1 Women made up 442,709 (67.6%) of the people registered in September 2026, and men 212,314 (32.4%).1

ΔΥΠΑ paid unemployment benefit to 169,838 people in September 2026, 9,709 (6.1%) more than the 160,129 paid in August 2026 and 1,829 (1.1%) fewer than the 171,667 paid in September 2025.1 Of the 169,838 people on benefit in September 2026, 5,414 (3.2%) were seasonal workers in tourism occupations, ΔΥΠΑ says.1 Of the people on benefit, 140,225 (82.6%) received the regular benefit and 22,066 (13.0%) were teachers.1 ΔΥΠΑ notes that, under the current administrative procedure, the first benefit payment is made 37 days after a claimant registers.1

Industrial turnover: 17.8% up on August 2025, 22.5% down on July 2026

Turnover in Greek industry was 17.8% higher in August 2026 than in August 2025, according to provisional figures from ELSTAT released on 20 October 2026.2 A year earlier, August 2025 turnover had been 1.6% lower than in August 2024.2 Compared with July 2026, ELSTAT's general industrial turnover index fell 22.5% in August 2026.2 Turnover in the non-domestic market rose 31.5% on August 2025, and in the domestic market 11.3%.2 Manufacturing turnover rose 18.1% on August 2025, while mining and quarrying fell 3.0%.2 The average index for September 2025 to August 2026 was 10.4% higher than for the previous twelve months.2

Energy turnover in Greek industry rose 44.6% in August 2026 compared with August 2025: by 29.9% in the domestic market and by 66.9% in the non-domestic market, ELSTAT's tables show.24 In sales to other eurozone countries, part of the non-domestic market, energy turnover rose 199.0% on August 2025.2 Compared with July 2026, energy turnover fell 0.7% in August 2026, the smallest fall of the five main industrial groupings in ELSTAT's table, by our reading; durable consumer goods fell 45.1%.2 ELSTAT's release gives no reason for the rise in energy, and its index measures industry's activity in value terms, so it does not separate price from quantity.2

Tourist accommodation: arrivals up 2.6% in August 2026

Arrivals at hotel-type accommodation, campsites and collective short-stay accommodation (rented rooms) in Greece rose 2.6% in August 2026 compared with August 2025, to 7,429,931, ELSTAT's provisional figures show.3 Overnight stays in the same accommodation rose 2.1% to 34,685,695 in August 2026.3 Arrivals of non-residents rose 2.9% to 5,700,736 in August 2026, and their overnight stays rose 2.3% to 29,144,051.3 Arrivals of residents of Greece rose 1.7% to 1,729,195, and their overnight stays 1.2% to 5,541,644.3 ELSTAT counts as a non-resident (αλλοδαπός, allodapos) anyone, of any nationality, who does not live, or intend to live, in Greece for at least a year.3

Non-residents accounted for 76.7% of arrivals and 84.0% of overnight stays in Greek tourist accommodation in August 2026.3 Arrivals rose faster in rented rooms (5.2%) than in hotel-type accommodation and campsites (1.5%).3 The average stay was 4.7 nights in both August 2025 and August 2026: 5.1 nights for non-residents and 3.2 for residents.3 ELSTAT publishes final figures six months after the end of the reference year.3

Current account: an €8.9bn deficit for January–August 2026, Greek outlets report

Greece's current-account deficit for January to August 2026 was €8.9bn, about €2.4bn wider than in the same period of 2025, according to Greek outlets reporting balance-of-payments figures that the Bank of Greece (Τράπεζα της Ελλάδος, Trapeza tis Ellados) released on 21 October 2026.1315 By our calculation, that puts the January–August 2025 deficit at about €6.5bn.1315 In August 2026 alone the current account was in surplus by €1.7bn, €533m more than in August 2025, Oikonomikos Tachydromos (Οικονομικός Ταχυδρόμος, OT.gr) and Libre report.1516 Travel receipts for January to August 2026 were 9.4% higher than a year earlier, Naftemporiki and Politic.gr report.1314 We could not read the Bank of Greece's own release, because its website blocked our requests on 22 October 2026, so these figures rest on the outlets' reports.

myDiesel: farm diesel without the excise duty at the pump from 1 November 2026

Professional farmers in Greece will get the excise duty (ΕΦΚ, Ειδικός Φόρος Κατανάλωσης, Eidikos Foros Katanalosis) off farm diesel directly at the pump from 1 November 2026, through ΑΑΔΕ's myDiesel app: €0.41 a litre.567 ΑΑΔΕ (Ανεξάρτητη Αρχή Δημοσίων Εσόδων, Anexartiti Archi Dimosion Esodon) is the Independent Authority for Public Revenue, Greece's tax authority.6 The rules are in joint decision Α.1224/2026, published in the Government Gazette (ΦΕΚ, Φύλλο Εφημερίδας της Κυβερνήσεως, Fyllo Efimeridas tis Kyverniseos) as ΦΕΚ Β' 6318/19-10-2026.5 The new system replaces the existing refund system, the joint release says.67 It covers individuals who have filed the single farm-aid application for the current or the previous year, are on the farmers' register for the current year, and hold "professional farmer" status, including new entrants.5 The myDiesel app is available on myAADE, ΑΑΔΕ's online portal, from 22 October 2026, the joint release says.6 Public-use fuel stations must register in the app before they can sell diesel with the discount, and they are reimbursed at least every Monday and Thursday.56 The joint release says stations will also be refunded the VAT on that duty, but that part rests on a provision the finance ministry has put out for consultation, not on the decision.65 Our guide to myDiesel explains who qualifies and how it works.

Asylum Service contract staff stop work from 11:00 on Thursday 22 October 2026

Contract staff at the Asylum Service (Υπηρεσία Ασύλου, Ypiresia Asylou) stop work from 11:00 until the end of the working day on Thursday 22 October 2026.89 The stoppage was called by their union, the Σωματείο Εργαζομένων Συμβασιούχων Υπαλλήλων της Υπηρεσίας Ασύλου (Somateio Ergazomenon Symvasiouchon Ypallilon tis Ypiresias Asylou, the Union of Contract Employees of the Asylum Service), in a call published by PAME, the labour front aligned with the Communist Party of Greece.8 The union holds a protest at 12:00 at the Ministry of Migration and Asylum (Υπουργείο Μετανάστευσης και Ασύλου, Ypourgeio Metanastefsis kai Asylou) in Attica and at local Asylum Service offices elsewhere.8 It wants a permanent solution for contract staff who, in its words and our translation, cover "permanent and lasting needs".89 The union says a meeting with the migration minister has been scheduled for the same day.89 The union says a first court ruling found in favour of 252 of its members' fellow contract staff ("our colleagues", in our translation).89 The association of permanent Asylum Service staff is joining the action, the union says.89

Wednesday's strike: how many teachers took part on 21 October 2026?

ΑΔΕΔΥ (Ανώτατη Διοίκηση Ενώσεων Δημοσίων Υπαλλήλων, Anotati Dioikisi Enoseon Dimosion Ypallilon), the confederation of civil servants' unions, called a nationwide work stoppage on Wednesday 21 October 2026 from 11:00 until the end of the shift, so that staff could join rallies, for public-sector staff on any type of contract.17 ΔΟΕ (Διδασκαλική Ομοσπονδία Ελλάδας, Didaskaliki Omospondia Elladas), the primary teachers' federation, called a 24-hour strike for 21 October 2026.18 ΟΛΜΕ (Ομοσπονδία Λειτουργών Μέσης Εκπαίδευσης, Omospondia Leitourgon Mesis Ekpaidefsis), the secondary teachers' federation, called stoppages from 11:00 to 14:00 on 21 October 2026, with a rally at 12:00 at the Propylaia in Athens.19

On 21 October 2026, participation was 20.61% in primary education (20,777 teachers) and 11.16% in secondary education (8,886), according to figures from the education ministry (Υπουργείο Παιδείας, Θρησκευμάτων και Αθλητισμού, Ypourgeio Paideias, Thriskevmaton kai Athlitismou) reported by News247 and Esos.2021 Both outlets present the two figures as strike participation, but in secondary schools ΟΛΜΕ had called stoppages from 11:00 to 14:00, not a strike.202119 News247 reports that the figures were gathered by the ministry's relevant departments.20 By our calculation, that is 29,663 teachers in all, counting both the primary strike and the secondary stoppages.2021 We found no release with these figures on the education ministry's own news page when we checked on 22 October 2026.22 We also found no participation figures of their own from ΔΟΕ or ΟΛΜΕ on their websites as of 22 October 2026.1819

What we checked

Highlights from our fact-check against the original Greek documents. Every claim in the article went through the same check.

  • Not in the document

Capital.gr links the jump in energy turnover in August 2026 to "the extremely high prices" brought about by the war in the Middle East (our translation).4

ELSTAT's release gives no cause for the rise. Its index measures industry's activity in value terms, so it does not separate higher prices from higher quantities.2

  • Confirmed

Capital.gr reports that energy turnover rose 66.9% in the non-domestic market and 29.9% in the domestic market in August 2026.4

ELSTAT's Tables 3 and 2 give the same figures, and Table 1 gives 44.6% for energy across both markets.2

  • Confirmed

ERT reports that Greece's registered unemployed fell by 65,016 (9.0%) on September 2025 and by 62,903 (8.8%) on August 2026.11

ΔΥΠΑ's release gives the same changes in its Table 2: 720,039 in September 2025, 717,926 in August 2026 and 655,023 in September 2026.1

What we don't know yet

  • How much of the revision of the 2025 surplus from 1.7% to 2.0% of GDP comes from updated data, how much from methodological changes and how much from the classification of special transactions; ELSTAT's release gives the three reasons but no breakdown, and does not name the transactions.
  • What the Bank of Greece's own release says about the capital and financial accounts for January–August 2026; its website blocked us, and we have only OT.gr's and Politic.gr's reports of an €8.5bn deficit on the current and capital accounts combined, which OT.gr says reflects the economy's need for financing from abroad.
  • Whether ΔΟΕ or ΟΛΜΕ will publish their own participation figures for the 21 October 2026 strike, and how they compare with the education ministry's.
  • How much of the 44.6% rise in energy turnover in August 2026 reflects higher prices and how much higher quantities; ELSTAT's turnover index is in value terms and its release gives no cause.
  • How the 5,414 seasonal tourism workers on benefit in September 2026 compare with September 2025; ΔΥΠΑ's release gives that category for September 2026 only.
  • Whether and how farmers can still claim the old diesel refund for purchases made before 1 November 2026; decision Α.1224/2026 does not say.
  • Whether Asylum Service offices will keep appointments after 11:00 on 22 October 2026, how many contract staff are involved, and what comes of the union's meeting with the migration minister scheduled for that day.
