## What would the Property Values Bank be?

## What data would go in, and would names be kept?

Article 354 sets out two kinds of data.[S1] Public-sector bodies, as defined in article 14(1)(a) of law 4270/2014, would supply data on transfers of property rights and on leases, or on property values.[S1] Private-sector bodies would supply data on property values only.[S1]

In our translation, the text says: "The data, including any direct or indirect geospatial reference, are collected without reference to the personal details of natural persons, legal persons and legal entities."[S1] It cites the EU's General Data Protection Regulation and Greek law 4624/2019.[S1] By our reading, a property's location may be recorded, but not who owns, buys or rents it.

## Who decides which data are shared?

Article 354 leaves the detail to later acts.[S1] For public bodies, a joint decision of the ministers of National Economy and Finance and of Digital Governance, together with the competent minister or the head of the body, would set the sources and types of data and how they are sent.[S1] For private bodies, a memorandum of cooperation signed by the same two ministers and the body's legal representative would do the same.[S1] A second joint decision of the two ministers would set how long data are kept, the security measures and other operating rules.[S1]

The new article 35A would follow article 35 of law 5073/2023, which deals with an "Integrated Geospatial System for Mass Appraisal of Property Value" (our translation).[S13] ERT and Business Daily report that the bank's data are meant to feed that mass-appraisal system.[S8][S16] ERT and eMakedonia report a government plan for an automated system to calculate objective values by the end of 2027.[S8][S11] Parapolitika, iefimerida and Reporter report that new objective values could apply from 1 January 2028, if the government so decides after the elections.[S6][S9][S17] Capital also reports 2028 as the date, subject to a government decision.[S10] These are reported plans; none of them appears in article 354.[S1]

The last general revision of objective values took effect on 1 January 2022, according to Ta Nea, Insider and eMakedonia.[S7][S11][S12] Ta Nea, Insider and eMakedonia date the decision behind it to June 2021.[S7][S11][S12]

## Is the Property Values Bank a new database?

Perhaps not. ΑΤΕΠΑΑ's page on the ministry's website already describes a Property Values Bank kept through ΨΥΔΗΠΕΕΚ, from which the department supplies data to public bodies.[S5] The same page mentions setting up a legislative framework for the bank's continuous feeding and operation.[S5] Article 354 is headed "Keeping and operation of the Property Values Bank" (our translation), not its creation.[S1] By our reading, the article would put an existing database into law rather than build a new one.

## How is it different from the Bank of Greece's price indices?

The Bank of Greece (Τράπεζα της Ελλάδος, Trapeza tis Ellados) publishes apartment price indices built from property valuations that all credit institutions report to it under Governor's Act 2610/2008.[S14] The series drew on 971.8 thousand valuations up to the end of June 2026.[S14] It showed apartment prices 5.5% higher on average in nominal terms in the second quarter of 2026 than a year earlier.[S14] The Bank of Greece's separate commercial indices track prices and rents of high-specification offices and shops.[S15]
