# Greece's student housing allowance: who gets €1,500–€2,500 a year for a student's rent, and how to apply

The yearly allowance goes to families of undergraduates who rent a home to study in another city. The 2025-26 application windows closed on 22 September 2026, and each university now checks and pays its own students.

## Does this affect you?

- **Families with a child studying at a Greek university in another city**: If they applied by 22 September 2026, the 2025-26 allowance of €1,500, €2,000 or €2,500 is paid by the student's university once it has checked the application. [S1][S4]
- **Students whose parents live outside Greece**: The student applies in person and must give the university the income and property documents of both the student and the parents, for Greece and abroad, with foreign documents officially translated. [S1]
- **Applicants whose 2025-26 claim was refused**: They can file an objection with the university, on paper, within one month of being told of the refusal. [S1]

**What to do:** Nothing can be applied for now: the 2025-26 windows closed on 22 September 2026. [S4] If you applied, send any documents your university asks for by the deadline it sets, and object within one month of any refusal. [S1] For the next academic year, the dates are normally set by ministry circular. [S8]

## At a glance

- For 2025-26 the allowance is €1,500 a year, €2,000 for a student who shares the home or studies outside Attica and Thessaloniki, and €2,500 for both.
- Family income in the previous tax year must not exceed €30,000, plus €3,000 for each dependent child beyond the first, or €40,000 at three regional universities for students admitted from 2021-22.
- Applications for 2025-26 closed on 22 September 2026, and payment comes from each university, with no national payment date.

Greece pays a yearly housing allowance of €1,500 to €2,500 to undergraduates who rent a home in order to study in a city other than the one they live in.[S1] The scheme is run by the Υπουργείο Παιδείας, Θρησκευμάτων και Αθλητισμού (Ypourgeio Paideias, Thriskevmaton kai Athlitismou), the Ministry of Education, Religious Affairs and Sport, and the money is paid by each university.[S1] The rules for the 2025-26 academic year are set out in ministry circular 86585/Ζ1 of 29 June 2026, which this guide follows.[S1] The 2025-26 application windows closed on 22 September 2026.[S4]

## How much is the student housing allowance?

For 2025-26, the student housing allowance is €1,500 a year for a student who lives alone and studies in the Attica Region or the Regional Unit of Thessaloniki.[S1] It rises to €2,000 for a student at a university outside Attica and Thessaloniki, and also to €2,000 for a student in Attica or Thessaloniki who shares the rented home with another undergraduate.[S1] The €2,500 rate applies only to a student who both studies outside Attica and Thessaloniki and shares the home with another student.[S1]

Article 205 of law 5094/2024 (13 March 2024), titled 'Increase of the student housing allowance', amended the article that sets the amounts.[S6] The "up to €2,500" in Greek headlines therefore describes only shared homes at regional universities.[S14][S1] In the Attica Region and the Regional Unit of Thessaloniki, the most a student can receive is €2,000.[S1]

The Ministry of Education's own funding table, published on 29 July 2026, puts funding for the student housing allowance at €41,758,000 in 2019 and €90,000,000 in 2026, an increase the ministry gives as 115%.[S15] The €90m is the allowance's yearly funding line for 2026, not a new allocation: it is €2,241,500 (about €2.24m) more than the €87,758,500 of 2025, by our calculation.[S15] Education Minister Sofia Zacharaki said on 12 October 2026 that the allowance paid to each student was €1,000 in 2019.[S12][S15] On 22 October 2026, speaking on SKAI television, Zacharaki said about 64,000 applications had been filed and more than 40,000 students receive the allowance, according to AlfaVita, Mononews and Fortune Greece.[S17][S18][S19] Those are the minister's figures, and the reports do not say which academic year they cover.[S17][S18][S19]

## Who qualifies for the allowance?

The student must be a Greek citizen or a citizen of another EU country, hold a valid academic ID, have a Greek tax number (ΑΦΜ, AFM) and be tax resident in Greece.[S1] The circular says the nationality rule concerns only the student, not the parents or guardians.[S1]

The other main conditions in the 2025-26 circular are these:[S1]

- **A rented home in the city of study.** The home must be in the same regional unit as the student's department and in a city other than the student's main residence.[S1] Attica counts as one city, except its islands and places more than 40 km from central Athens, and greater Thessaloniki counts as one city within 20 km of the centre.[S1] So a student whose main home is in Athens cannot claim for renting near an Athens university.[S1]
- **An electronic lease of at least six months.** The lease must run for at least six months within the academic year, and the applicant enters the number of the electronic lease, which is checked against ΑΑΔΕ (Anexartiti Archi Dimosion Esodon), the tax authority.[S1] A student in a guesthouse or hotel can instead give a certificate of stay and a receipt covering at least six months.[S1]
- **Family income.** Family income in the previous tax year must not exceed €30,000, plus €3,000 for each dependent child beyond the first.[S5][S3][S1] By our calculation, that is €33,000 for a family with two dependent children and €36,000 with three. The limit is €40,000, plus €3,000 per dependent child beyond the first, for students admitted from 2021-22 onwards to the Democritus University of Thrace, the University of the Aegean and the University of Western Macedonia.[S3][S7]
- **Property.** Neither the student nor the parents may fully own, or hold the usufruct of, a home in the city of study.[S1] Their homes together must not exceed 200 m², not counting homes in places with fewer than 3,000 inhabitants or unfinished buildings.[S1]
- **Study progress.** The student must have passed half the courses of the previous academic year.[S1] The half-the-courses rule does not apply to first-year students.[S3][S9] The student must not already hold an undergraduate degree, must not have gone beyond the permitted length of studies, and may have lived in a student residence for no more than one semester of the year.[S1]
- **A tax return.** A tax return must have been filed before an application can be created.[S2] A student who applies and is not required to file a return must give the university a solemn declaration with a certified signature.[S1]

## Who applies?

Normally the claimant is the parent whose tax return lists the student as a dependant.[S1] The student applies in person instead if orphaned from both parents, if the parents live abroad, if aged over 25, or if the student is required to file a tax return and is not a dependant.[S1]

## What if the parents live abroad?

Families abroad can claim, but only through the student.[S1] The student applies personally and gives the university a certificate of the parents' permanent residence abroad.[S1] The ministry's FAQ says the "my parents are residents abroad" category should be chosen only if no other category applies.[S3]

The student must also give the university every income and property document of the student and the parents, for Greece and for abroad.[S1] Income earned abroad is added to income declared in Greece, a home abroad is taken into account, and foreign documents must be officially translated, at the applicant's responsibility.[S1] An EU-citizen student whose parents live abroad and who has no ΑΜΚΑ (AMKA, the Greek social security number) can apply with a European Health Insurance Card instead.[S1]

## How do you apply?

Applications are made only online, at stegastiko.minedu.gov.gr.[S1] The applicant logs in with the user name and password for TAXISnet, the online tax service of ΑΑΔΕ.[S1] The applicant enters the student's academic ID number and ΑΜΚΑ, the relevant tax numbers, the electronic lease number and an IBAN.[S1] Most checks run automatically against ΑΑΔΕ records, and each university may set its own deadline for any paper documents.[S1] The Αριστοτέλειο Πανεπιστήμιο Θεσσαλονίκης (Aristoteleio Panepistimio Thessalonikis), the Aristotle University of Thessaloniki, for example, set 2 October 2026 for its own students.[S9]

## When are the application windows?

For 2025-26, applications ran from Tuesday 30 June to Friday 31 July 2026.[S1] The ministry reopened the platform from Thursday 17 to Tuesday 22 September 2026 for those who had not applied in the first window.[S4] The national register of procedures, the Εθνικό Μητρώο Διοικητικών Διαδικασιών (Ethniko Mitroo Dioikitikon Diadikasion, ΜΙΤΟΣ), gives 1 to 30 June each year unless a ministry circular sets other dates, which the 2025-26 circular did.[S8][S1]

## When is the allowance paid?

Each university checks its own students' applications and pays them through its own payment orders, funded by the ministry.[S1] There is no single national payment date for 2025-26, and payment dates may differ from one university to another.[S10] Claims approved on appeal can take a year: in June 2026 the Πανεπιστήμιο Μακεδονίας (Panepistimio Makedonias), the University of Macedonia, committed funds to pay 2024-25 allowances approved by its appeals committee.[S11] The national register estimates processing at eight months.[S8]

An applicant who is refused can file an objection with the university, on paper, within one month of being notified.[S1]

## Will there be more student residences?

The Ministry of Education said on 8 April 2026 that the government plans student residences with a total of 8,500 beds through public-private partnerships (ΣΔΙΤ, SDIT).[S16] In one of them, a 1,100-bed residence at the University of West Attica, the private partner would design, finance, build, run and maintain the building for 27 years.[S16] On SKAI on 22 October 2026, Education Minister Sofia Zacharaki said the 8,500 new beds would come within the next three to four years, according to Mononews and AlfaVita; AlfaVita quotes her as adding that this depends on the contractor's work.[S18][S17] In an Instagram post on 12 October 2026, reported by ERTnews, the minister had given a figure of "more than 8,100" new places in Crete, Thessaly, Thrace, Western Macedonia and Western Attica.[S20] The 22 October reports did not announce any change to the allowance's amounts or criteria, and Fortune Greece repeated the existing top rate of €2,500 a year.[S19][S1]

## Is the allowance taxed?

The 2004 text of article 10 of law 3220/2004 says the allowance cannot be seized, is paid in full without deductions and is not subject to tax.[S5] Article 205 of law 5094/2024 is titled as an increase in the allowance and amends paragraphs 1 and 7 of article 10.[S6] The tax rule is in paragraph 5 of the 2004 text.[S5] The 2025-26 circular does not mention tax.[S1]

## Why do teachers in Pieria say the income limit is too low?

The €30,000 limit is the same figure as in the 2004 law, 22 years ago, by our comparison.[S5][S3] ΕΛΜΕ Πιερίας (ELME Pierias), the secondary-school teachers' union in Pieria, said on 16 October 2026 that the limit makes the allowance an "unattainable dream" for many families of teachers, civil servants and other workers, in our translation.[S13] The union says the limit shuts out families where both parents work, "excludes thousands of families", and should be indexed to cumulative inflation since 2004.[S13] "Thousands" is the union's estimate, and we found no official count of refusals or of families above the limit.[S13]

## What we checked

- **confirmed**: Patras Events headlined the allowance as 'up to €2,500' for rent. [S14] → The circular pays €2,500 only to a student at a university outside Attica and Thessaloniki who shares the home with another student; in Attica and Thessaloniki the most is €2,000. [S1]
- **missing**: The ministry's FAQ and the housing portal give a €40,000 income limit for students at the Democritus University of Thrace, the University of the Aegean and the University of Western Macedonia. [S3][S7] → The 2025-26 circular does not mention the €40,000 limit or its legal basis; it refers only to the €3,000 increase per dependent child beyond the first. [S1]
- **missing**: The 2004 text of the law says the allowance is not seized, is paid without deductions and is not subject to tax. [S5] → The 2025-26 circular says nothing about tax, and we did not see a consolidated current text of the law. [S1]
- **confirmed**: The national register of procedures gives 1 to 30 June each year for applications, unless a ministry circular sets other dates. [S8] → The 2025-26 circular set 30 June to 31 July 2026, and the ministry reopened applications from 17 to 22 September 2026. [S1][S4]
- **corrected**: AlfaVita and Mononews reported Education Minister Sofia Zacharaki as saying on 22 October 2026 that the allowance budget was €50m in 2019. [S17][S18] → The ministry's own funding table of 29 July 2026 gives €41,758,000 for 2019; €51,013,000 was the figure for 2020. [S15]

## What we don't know yet

- When the ministry will issue the 2026-27 circular and open the next application window.
- When each university will pay the 2025-26 allowance; no national date has been given.
- Whether the tax-free wording in the 2004 text of law 3220/2004 survives unchanged in the consolidated law; the 2025-26 circular does not mention tax.
- Which legal provision sets the €40,000 limit for the three regional universities; the ministry's FAQ states the rule without citing it.
- Which year the minister's figures of about 64,000 applications and more than 40,000 recipients refer to, and how many applications were refused or are still being checked.
- When the planned public-private-partnership residences will open, and whether the target is 8,100 or 8,500 new beds.
- Whether the government plans to raise the €30,000 income limit.
