# Greece's €10,000 relocation grant now covers Greek citizens moving from other EU countries, but the new areas still await a ministerial decision

Law 5322/2026 sets a flat €10,000 per household, paid in two €5,000 instalments, and lets adult Greek citizens moving from other EU countries apply, but the new areas and the platform announced for 14 October depend on a joint ministerial decision we could not find published by 9 October 2026.

## Does this affect you?

- **Greek citizens living in another EU country**: Since July 2026 the law covers moves from other EU member states. You must prove you lived there before the move, and if you did not have to file a Greek tax return, that you filed one in that country. [S1]
- **People living elsewhere in Greece**: You may qualify if you move your main home to a designated area, but the decision also sets which places you may move from. The Evros pilot excluded people from five regions, including Epirus and Western Macedonia. [S1][S3]
- **Foreign residents and people living outside the EU**: The law's household definitions require the applicant to be an adult Greek citizen. It covers moves only from Greek municipalities set by the decision or from other EU member states; moves from outside the EU are not among them. [S1]
- **People already living in the target areas**: The grant is for households that move their main home into the area. In the Evros pilot the minister said the remaining 560 applicants gave false information and, by her account, were people who already lived there. [S1][S7]

**What to do:** Nothing changes yet for the new areas: the law leaves the platform's start date to the joint ministerial decision, which we could not find published by 9 October 2026, and the ministry has announced 14 October 2026 for the platform. If you plan to move, keep your deed or lease (declared from 1 January 2025) and, if you live in another EU country, proof of residence and your tax return there. [S1][S4][S5]

## At a glance

- Law 5322/2026, published on 24 July 2026, sets the relocation grant at a flat €10,000 per household, paid in two €5,000 instalments, and lets households ask for the first instalment in advance to cover moving costs. [S1]
- The law covers moves from Greek municipalities set by a ministerial decision or from other EU member states, and its household definitions require the applicant to be an adult Greek citizen. Moves from outside the EU are not among the origins it lists. [S1]
- The ministry has announced ten more areas and a platform opening on 14 October 2026; on 17 September 2026 it said the platform would open after a joint ministerial decision, which sets the areas, the places and the detailed rules. [S4][S5][S1]

Greece has a law that pays €10,000 to households that move their main home to designated municipalities, and since July 2026 it also covers moves from other EU countries [S1]. The ministry calls these border areas («ακριτικές περιοχές», akritikes perioches) [S4]. The minister responsible says applications for an expanded programme open on 14 October 2026 [S4]. On 17 September 2026 the ministry said the platform would open after a joint ministerial decision (κοινή υπουργική απόφαση, koini ypourgiki apofasi, ΚΥΑ) [S5]. Under the law, that decision is issued jointly by six ministers and sets the platform's start date, and we could not find it published by 9 October 2026 [S1]. This guide keeps apart what the law says, what the ministry has announced and what the decision still has to settle.

## What is the relocation grant?

The grant belongs to the Demographic Development Programme (Πρόγραμμα Δημογραφικής Ανάπτυξης, Programma Dimografikis Anaptyxis), created by article 32 of law 5178/2025 in February 2025 [S2]. Article 51 of law 5322/2026, published in the Government Gazette (ΦΕΚ, FEK) on 24 July 2026, rewrote large parts of it [S1]. ΟΠΕΚΑ (Οργανισμός Προνοιακών Επιδομάτων και Κοινωνικής Αλληλεγγύης, Organismos Pronoiakon Epidomaton kai Koinonikis Allilengyis), the welfare-benefits agency, pays the grant with funds from the Ministry of Social Cohesion and Family (Υπουργείο Κοινωνικής Συνοχής και Οικογένειας, Ypourgeio Koinonikis Synochis kai Oikogeneias) [S1]. Households apply online, and the destination municipality inspects the new home [S1]. The relocation grant is not taxed in Greece, cannot be assigned or seized, and is not frozen or offset against debts to the tax authority, the state, local authorities, social-insurance funds or banks [S1]. The grant does not count towards income limits for other social or welfare benefits [S1].

## How much is the grant, and can I get money before I move?

Law 5322/2026 sets the relocation grant at a flat €10,000 per household, paid in two equal instalments of €5,000 [S1][S6]. The 2025 version paid €10,000 only in settlements of up to 500 inhabitants, and €6,000 plus €1,000 per minor child, up to €10,000, elsewhere [S2]. The first instalment is paid on approval and the second after "the first year of permanent residence" in the area, in our translation [S1].

Under the amended law, a household can ask in its application for the first €5,000 to be paid before approval, "to cover the costs of moving to the relocation area", in our translation [S1]. The advance is optional: the law says the first instalment "may" be paid early if the household asks for it [S1]. The conditions for that advance are left to the joint ministerial decision [S1]. Minister Domna Michailidou said on 6 October 2026 that the platform gives €10,000 "with 50% of the amount in advance", in our translation [S4]. The "50% advance" in the headline of the same 6 October 2026 release refers to «Ανακαινίζω» (Anakainizo, "I renovate"), a separate home-renovation scheme [S4].

## Can I apply if I live abroad?

The amended law covers households moving "from municipalities or municipal units of the country, set by the decision of paragraph 9, or from the other member states of the European Union", in our translation [S1]. The applicant must still be "an adult Greek citizen" who files an individual tax return [S1]. A Greek citizen who lived in another EU country must prove that residence; if they did not have to file a Greek tax return, they must also prove they filed one there [S1].

Moves from outside the EU, such as from the UK, the United States or Australia, are not among the origins the relocation law lists [S1]. The minister said on 17 September 2026 that "we also want to support those who live abroad today and want to return", in our translation, without naming countries [S5]. On 6 October 2026 the ministry's release said citizens "living today either in Greece or abroad" will be able to take part, in our translation [S4].

> The law covers moves from other EU member states, and its household definitions require the applicant to be an adult Greek citizen.[S1]

## Can foreign residents of Greece apply?

Article 32 defines the applicant, in both single-person and multi-person households, as an adult Greek citizen who files an individual tax return [S1]. A multi-person household is everyone living under the same roof, made up either of one tax-filer with one or more children, or of a married couple or a couple with a cohabitation agreement (σύμφωνο συμβίωσης, symfono symviosis), with or without children [S1]. The applicant must be a member of that household who is an adult Greek citizen and files an individual tax return [S1]. The household definitions do not name non-Greek EU citizens or other foreign nationals as applicants [S1]. The separate graduate route is worded "whoever graduated" and does not repeat the citizenship rule; its terms are left to the joint ministerial decision [S1].

## Which areas are covered?

**The law** names only three municipalities: Soufli, Didymoteicho and Orestiada in Evros, in the region of Eastern Macedonia and Thrace [S1]. The joint ministerial decision may add municipalities and municipal units, using criteria that include population data from the latest census by ΕΛΣΤΑΤ (Ελληνική Στατιστική Αρχή, Elliniki Statistiki Archi, the statistics authority) and development data [S1].

**The ministry has announced** that the programme extends to Kilkis, Florina, Kastoria, Drama, Pella, Grevena, Kozani, Serres, Ioannina and Thesprotia [S4]. In Epirus the ministry said on 17 September 2026 that a decision "issued in the coming days" would include seven of the eight municipalities of the Ioannina regional unit and the municipalities of Souli and Filiates in Thesprotia, in our translation [S5].

## I already live in Greece. Can I apply?

The joint ministerial decision also sets which municipalities applicants may move from [S1]. In the Evros pilot, people living in Epirus, Western Macedonia, Eastern Macedonia and Thrace, the North Aegean or the South Aegean could not apply [S3][S10]. The origin rule for the new areas belongs in the new joint ministerial decision, which we could not find published by 9 October 2026 [S1].

## What do I have to prove?

The amended law asks for a certificate showing the adult members' main residence in the area [S1]. It also asks for one of the following: a home bought from 1 January 2025, a lease of at least three years declared from 1 January 2025, or a home that a household member owns outright or in usufruct, wholly or in part, or that a relative up to the second degree lets the household use [S1]. Minor children need a certificate of attendance at a school in the area [S1]. The 2025 requirement to prove work in the area has been abolished [S1].

Graduates of a higher-education department based in the destination's regional unit may have bought or rented before 1 January 2025 [S1]. People who graduated from such a department after 1 January 2025 may also qualify if they prove the move [S1].

## What if I leave early or the claim is false?

Under article 32, a false declaration about the move carries a fine of double the grant [S1]. A household that leaves within the first year repays the part of the grant that covers the rest of that year, provided it declared its departure beforehand [S1]. If the household does not declare the move, or if inspections under the law find irregularities, the fine of double the grant applies [S1]. Owners found renting fictitious or multiple leases are fined double the grant [S1].

## What does the joint ministerial decision still have to settle?

The decision, to be issued jointly by six ministers, sets the origin areas, the number of places in total and per municipality, the terms for EU residents and their documents, the graduate rules, the advance, the time window, the revocation of approvals and recovery of unduly paid sums, and the platform's start date [S1]. On 9 October 2026 the Evros platform page read "the service is not available" [S9].

## How did the Evros pilot go?

Joint ministerial decision 10557/2025, published on 17 July 2025, gave the pilot up to €10 million and 1,000 places by our calculation: 226 in Soufli, 293 in Didymoteicho and 481 in Orestiada [S3]. The Evros pilot runs until places run out, and at the latest until 31 December 2028 [S3]. Applicants had to have filed tax returns for at least the three previous tax years [S3]. Applications opened on 31 July 2025 [S8].

On 21 July 2026 the minister told Parliament that two applications had been approved and paid a first instalment, of €5,000 and €3,000 [S7]. She said the remaining 560 applicants "wrote false information" and were, by her account, people who had lived there for decades, in our translation [S7].

## What we checked

- **confirmed**: The grant is a flat €10,000 for everyone, paid in two €5,000 instalments [S6] → Confirmed by paragraph 4 of the amended article 32: €10,000 per household in two equal €5,000 instalments, the first on approval and the second after the first year of permanent residence [S1].
- **missing**: Citizens who live 'either in Greece or abroad' can take part, according to the ministry [S4], including those 'who live abroad today and want to return', according to the minister [S5] → The law covers moves only from Greek municipalities set by a ministerial decision or from other EU member states, and its household definitions require the applicant to be an adult Greek citizen. Moves from outside the EU are not among the origins it lists [S1].
- **missing**: The relocation grant is paid 'with 50% of the amount in advance', according to the minister [S4] → The law makes the advance optional: the first €5,000 may be paid before approval only if the household asks for it in its application, on conditions left to a joint ministerial decision [S1], which we could not find published by 9 October 2026.

## What we don't know yet

- Whether the joint ministerial decision for the new areas has been signed, and its number and Government Gazette reference.
- Exactly which municipalities qualify in Kilkis, Florina, Kastoria, Drama, Pella, Grevena, Kozani and Serres, and which Ioannina municipality is left out.
- Which places in Greece applicants may move from. The Evros pilot excluded five regions.
- How the ministry's and the minister's statements that people living 'abroad' can take part fit a law that names only other EU member states.
- Whether the graduate route, which does not repeat the citizenship rule, is open to non-Greek graduates; the law leaves its terms to the joint ministerial decision.
- How the advance is paid and recovered if the move does not happen; the number of places and the budget per area; whether the three-year tax-return rule of the Evros pilot continues.
