# myDiesel: from 1 November 2026, professional farmers in Greece can buy farm diesel with the 41-cent excise duty taken off at the pump

A joint decision in the Government Gazette replaces the old after-the-fact refund with a digital voucher from ΑΑΔΕ, the tax authority, up to an annual cap per farmer. The VAT part announced alongside it is still a draft bill.

## Does this affect you?

- **Professional farmers registered in ΜΑΑΕ who filed a Single Aid Application**: From 1 November 2026 they can buy farm diesel at registered stations with the €0.41-a-litre excise duty already deducted, through a digital voucher, up to an annual cap set from their crops and livestock. [S1]
- **Farm companies, cooperatives and landowners without professional-farmer status**: The decision names only natural persons with professional-farmer status as beneficiaries, so by our reading they are not covered by this scheme. [S1]
- **Petrol stations open to the public**: A station must register in ΑΑΔΕ's app to sell diesel with the excise discount, and ΑΑΔΕ refunds it the €0.41 a litre at least every Monday and Thursday. [S1]
- **Farmers who bought diesel up to 31 October 2026**: According to Agronews, Ypaithros and Agrotypos, the finance ministry's draft bill provides that the excise duty on fuel bought up to 31 October 2026 is to be refunded to farmers under the old method. [S4][S6][S7]

**What to do:** Check now that you are in ΜΑΑΕ for 2026 with professional-farmer status. The app is due on myAADE from 22 October 2026, and from 1 November 2026 you issue a voucher before you fill up. Keep every diesel invoice and receipt, because ΑΑΔΕ's customs and other audit services can check them. [S1][S2]

## At a glance

- From 1 November 2026, professional farmers in Greece can buy diesel at registered petrol stations with the excise duty of €0.41 a litre taken off, using a QR voucher from ΑΑΔΕ's myDiesel app, up to an annual cap per farmer. [S1][S2]
- Only natural persons qualify: they must have filed the Single Aid Application (ΕΑΕ) for the current or previous year, be in the farmers' register (ΜΑΑΕ) for the current year and hold professional-farmer status. [S1]
- The 50.8 cents a litre in Greek headlines adds 24% VAT on the excise duty. The decision says nothing about VAT: refunding stations that VAT rests on a draft bill in consultation until 22 October 2026. [S1][S2][S6][S8][S9]

From 1 November 2026, professional farmers in Greece will be able to buy farm diesel at a petrol station with the excise duty already taken off, instead of paying it and claiming it back later.[S1][S2] The discount equals the excise duty on diesel, €0.41 a litre.[S1] It works through a digital voucher from myDiesel, a new app of ΑΑΔΕ (Ανεξάρτητη Αρχή Δημοσίων Εσόδων, Anexartiti Archi Dimosion Esodon), the tax authority.[S2][S4]

The rules are in joint decision Α1224/2026, signed in Athens on 16 October 2026 and published in the ΦΕΚ (Φύλλο Εφημερίδας της Κυβερνήσεως, Fyllo Efimeridas tis Kyverniseos), the Government Gazette, as issue Β' 6318 on 19 October 2026.[S1] It was signed by Athanasios Petralias and Dimitrios Markopoulos, deputy ministers at the Υπουργείο Εθνικής Οικονομίας και Οικονομικών (Ypourgeio Ethnikis Oikonomias kai Oikonomikon, Ministry of National Economy and Finance), by Margaritis Schinas for the Υπουργείο Αγροτικής Ανάπτυξης και Τροφίμων (Ypourgeio Agrotikis Anaptyxis kai Trofimon, Ministry of Rural Development and Food), and by ΑΑΔΕ's governor, Georgios Pitsilis.[S1] The tax in question is the ΕΦΚ (Ειδικός Φόρος Κατανάλωσης, Eidikos Foros Katanalosis), the excise duty, on diesel used only in farming.[S1] The decision took effect on publication.[S1]

## Who qualifies for myDiesel?

Article 2(1) of decision Α1224/2026 sets three conditions, all of which must be met.[S1] In our translation, the beneficiaries are natural persons who:[S1]

- have filed the ΕΑΕ (Ενιαία Αίτηση Ενίσχυσης, Eniaia Aitisi Enischysis), the Single Aid Application, for the current or the previous year;[S1]
- are registered for the current year in the ΜΑΑΕ (Μητρώο Αγροτών και Αγροτικών Εκμεταλλεύσεων, Mitroo Agroton kai Agrotikon Ekmetallefseon), the Register of Farmers and Farm Holdings;[S1]
- hold the status of "professional farmer", or "professional farmer as a new entrant to farming".[S1]

"Farming" here includes the crop and livestock activities listed in the decision's Annexes I and II.[S1] The decision names only natural persons, so by our reading of Article 2 farm companies and cooperatives are not covered.[S1] By our reading, the three conditions say nothing about nationality or tax residence: what counts is the registrations and the professional-farmer status.[S1] A person who owns farmland in Greece without that status does not meet the third condition.[S1]

## How much is the discount per litre?

The reduction is set at the excise-duty rate for diesel, €0.41 a litre, in Article 3(4) of decision Α1224/2026, and Article 8(3) refunds stations at the same rate.[S1] On 1,000 litres that is €410, by our calculation.[S1]

> **€0.41**: Excise duty per litre taken off farm diesel at the pump in Greece from 1 November 2026, under decision Α1224/2026. [S1]

Newsit and Ta Nea put the saving at 50.84 cents a litre, adding 24% VAT on the excise duty, and Proto Thema rounds it to 50.8 cents; Newsit gives €508.40 per 1,000 litres.[S5][S8][S9] The 24% VAT on €0.41 is 9.84 cents, by our calculation.[S5] The decision itself says nothing about VAT, and refunding stations the VAT on the excise duty depends on a bill that Parliament has not yet passed (see below).[S1][S2][S6]

> From 1 November 2026, professional farmers in Greece buying diesel through myDiesel pay €0.41 a litre less excise duty at the pump.[S1][S2]

## How much diesel can a farmer buy without the duty?

Each farmer has a maximum annual quantity.[S1] Article 3(1) bases it on the diesel needed for each crop in Annex I, in litres per stremma (1,000 square metres), and for each type of livestock in Annex II, in litres per animal, and says each is "increased by one hundred per cent (100%)", in our translation.[S1]

Some figures from the Annexes, in litres per stremma: durum wheat 16, cotton 30, olive groves for oil 9, olive groves for table olives 20, wine vineyards 13, citrus 17.5 and vegetables 20.5.[S1] For livestock, in litres per animal: female cattle over 24 months 24, sheep and goats of any age 2.9, and beehives 4 a hive.[S1]

The decision does not say whether those table figures already include the 100% increase.[S1] The Annexes are headed "maximum annual consumption quantities of motor diesel" (in our translation), while Article 3(1) says the required quantity is increased by 100%.[S1] For 100 stremmata of olive groves for oil, that means a cap of 900 litres if the increase is already in the table, or 1,800 litres if it is added on top, by our calculation; the excise saving would be €369 or €738.[S1] Article 5 requires ΑΑΔΕ's app to be loaded with each beneficiary's maximum annual quantity.[S1]

The cap follows the Single Aid Application.[S1] Each year the app is loaded on 1 January with a cap based on the previous year's ΕΑΕ; ΑΑΔΕ passes on the current year's ΕΑΕ data by 1 October, and the agriculture ministry recalculates the cap within 15 days.[S1] If the recalculated cap is lower than what the farmer has already bought, the excess comes off next year's cap.[S1] If the farmer files no ΕΑΕ the next year, the excise duty on the excess is assessed and collected as unduly paid (αχρεωστήτως καταβληθέν, achreostitos katavlithen).[S1] For new entrants, the cap is based on the average caps for the same crop or livestock production in the previous year's ΕΑΕ data.[S1]

## What happens to the rest of 2026?

For 1 November to 31 December 2026, the app holds each farmer's remaining 2026 quantity.[S1] The agriculture ministry is due to calculate the 2026 caps from the 2026 ΕΑΕ data by 29 October 2026.[S1] ΑΑΔΕ then subtracts the diesel sold to each farmer from 1 January to 31 October 2026, as recorded in myDATA, its digital platform for invoices and other sales documents, or eSend, the system for cash-register receipts.[S1] If the 2026 ΕΑΕ data do not reach the ministry in time (ΑΑΔΕ was due to send them by 13 October 2026), the app is loaded by 31 October 2026 with an estimate based on the previous year's ΕΑΕ, minus the diesel already bought, and corrected once the data are final.[S1]

## How does buying with a myDiesel voucher work?

The steps in Articles 4 and 7 of decision Α1224/2026 are these:[S1]

1. The farmer enters the quantity wanted in the app, which issues a digital voucher with a unique code and a QR code.[S1]
2. The voucher stays active for a limited time; the decision gives no number of hours or days.[S1] The farmer can cancel it before use, and an expired voucher is cancelled automatically.[S1]
3. The app will not issue a voucher for more than the farmer's remaining quantity for the year.[S1]
4. At the station, the station operator enters the voucher's code or scans its QR code.[S1]
5. The station issues a sales document (an invoice or a receipt) showing the excise discount, and scans the document's QR code or enters its ΜΑΡΚ (Μοναδικός Αριθμός Καταχώρισης, Monadikos Arithmos Kataxorisis), the unique registration number myDATA gives each document.[S1] Once ΑΑΔΕ's systems verify the document, the farmer's remaining quantity is updated automatically.[S1]

According to the joint release of 20 October 2026, the app will be available on myAADE (myaade.gov.gr), ΑΑΔΕ's online portal, from 22 October 2026, with a mobile and tablet version "in a few days", in our translation.[S2][S10] Ta Nea and Proto Thema report that Finance Minister Kyriakos Pierrakakis, Schinas and Pitsilis are to present the app on 22 October 2026.[S2][S9][S10]

## What if there is no signal at the pump?

Article 6 provides a backup for exceptional cases of limited or unstable internet, temporary technical faults or an unavailable app.[S1] Vouchers can then be issued only through the mobile app in offline mode, for up to 50 litres each and up to five vouchers per farmer per calendar year.[S1] That is at most 250 litres a year by the backup route, by our calculation.[S1]

## What must petrol stations do?

A public petrol station must register in ΑΑΔΕ's app to sell diesel with the excise discount.[S1][S2] ΑΑΔΕ refunds the €0.41 a litre to registered stations, based on the quantities actually sold according to their sales documents and the matching vouchers.[S1] The refund is paid at least every Monday and Thursday; if that day is a public holiday or non-working day, it is paid on the next working day.[S1] It is handled by ΑΑΔΕ's ΓΔΨΗΦΥΣ (Γενική Διεύθυνση Ψηφιακών Υπηρεσιών και Συστημάτων, Geniki Diefthynsi Psifiakon Ypiresion kai Systimaton), its Directorate-General for Digital Services and Systems.[S1] According to the joint release, the station has to take no further step to be refunded.[S2] Refunds paid to a station above what it was due are assessed and collected back.[S1]

ΑΑΔΕ says it messaged about 450 stations with gaps in their entries in its Public Petrol Station Register, and that nearly half had already corrected them.[S2] A test environment (API) is available for station software, under myAADE > Applications > Popular Applications > myDiesel.[S2]

## What happens to the old refund?

The joint release says the new digital procedure replaces the existing system of refunding the excise duty on farm diesel.[S2] For fuel bought up to 31 October 2026, the excise duty is to be refunded directly to farmers under the old method, according to Agronews, Ypaithros and Agrotypos, which cite the finance ministry's draft bill.[S4][S6][S7] The decision counts the diesel bought from 1 January to 31 October 2026 against each farmer's 2026 cap.[S1]

## Is the VAT part law yet?

No. The joint release says the finance ministry, on ΑΑΔΕ's proposal, has put out for consultation and is tabling a provision under which stations would also be refunded the VAT (ΦΠΑ, FPA) on the excise-duty amount, and both refunds would be protected from set-off and seizure.[S2][S4] Agronews and Agrotypos report that this is articles 332–333 of the finance ministry's bill «Ενίσχυση εποπτείας των υπό διαχείριση απαιτήσεων…» ("Strengthening the supervision of serviced loan and credit claims…", in our translation).[S6][S4] According to Agronews and Ypaithros, the bill is in public consultation until 22 October 2026, and the ministry aims to have it voted in the first week of November 2026.[S6][S7] The same bill also contains the rules we explain in [our guide to the loan-servicers bill](https://agentnews.gr/work-money/greece-loan-servicers-bill-explained) and [our explainer on farmers moving to the normal VAT regime](https://agentnews.gr/work-money/greece-farmers-normal-vat-regime).[S12]

## Who checks, and what if the diesel is misused?

Diesel bought with the discount between 1 January and 31 December each year is for farm use only and can be checked by ΑΑΔΕ's customs and other audit services.[S1] They can check the quantities a farmer bought and the purchase invoices the farmer keeps.[S1] If a check finds that diesel bought with the discount was not used only in farming, the customs office where the farmer is based issues an assessment (πράξη καταλογισμού) and the excise duty is collected.[S1] If a check finds a discount granted without the legal conditions, or above the farmer's entitlement, it is collected from the farmer as unduly paid.[S1]

## Key dates for myDiesel

- **19 October 2026:** decision Α1224/2026 published in ΦΕΚ Β' 6318 and in force.[S1]
- **22 October 2026:** the app opens on myAADE, according to the joint release; the loan-servicers bill's consultation closes.[S2][S6]
- **29 October 2026:** deadline for the agriculture ministry to calculate the 2026 caps.[S1]
- **31 October 2026:** last purchases under the old refund method, according to the press.[S4][S6][S7]
- **1 November 2026:** the app goes live (in the decision's words, its "production operation" begins).[S1]
- **Early November 2026:** vote on the VAT provision expected, according to the press.[S6][S7]

## What should farmers do now?

- **Check your registrations.** You need a current-year ΜΑΑΕ entry, professional-farmer status and an ΕΑΕ for 2026 or 2025.[S1]
- **Keep every diesel invoice and receipt** for purchases up to 31 October 2026, which count towards your 2026 cap and, under the draft bill as reported by the press, are to be refunded the old way.[S1][S4][S6]
- **Log on to myAADE from 22 October 2026** to find myDiesel, according to the joint release.[S2]
- **From 1 November 2026, issue a voucher before you fill up**, and use a station registered in the app.[S1]
- **Keep your purchase invoices and receipts after that too**, because ΑΑΔΕ's customs and other audit services can check them.[S1]

## What we checked

- **confirmed**: The joint release says stations are refunded automatically, at least every Monday and Thursday [S2] → Article 8(4) of the decision sets refunds at least every Monday and Thursday, on the next working day if that is a holiday, at €0.41 a litre [S1].
- **confirmed**: Taxheaven reports a cap of 16 litres per stremma for durum wheat and 24 litres per animal for female cattle over 24 months [S3] → Annexes I and II of the decision give those figures [S1]. Article 3(1) says the quantities are increased by 100%, but does not say whether the tables already include that increase [S1].

## What we don't know yet

- Whether the litres per stremma and per animal in Annexes I and II already include the 100% increase in Article 3(1), or whether the 100% is added on top. The decision does not say.
- How long a voucher stays valid, and whether it can be used at any registered station. The decision says only that it stays active for a limited time.
- Whether Parliament will pass articles 332–333 of the loan-servicers bill (the VAT on the excise duty, and the protection from seizure and set-off) before 1 November 2026, and if not, whether stations will also deduct the 9.84 cents of VAT from day one.
- When and how the last refunds under the old method, for diesel bought up to 31 October 2026, will be paid.
- How many stations will be registered by 1 November 2026, especially in rural and island areas, and whether there will be a public list.
- How a farmer can correct wrong ΜΑΑΕ or ΕΑΕ data that would make the cap too low.
- Whether farm companies, cooperatives and non-professional farmers have any other route to the reduction.
- When the mobile and tablet app will be available; the joint release says only 'in a few days', in our translation.
