# Greece's housing schemes on stegasi.gov.gr: what is open, what has closed, and the rules for foreign residents

The government's Greek-only housing portal lists loans, rent refunds, allowances, renovation grants and tax breaks in one place, but some of its status labels lag behind events, and the residence rules for non-Greeks differ scheme by scheme.

## Does this affect you?

- **Tenants on low or middle incomes, including uninsured people over 67**: The rent refund of one month's rent a year is paid into the tenant's bank account by the end of November, within income limits. The monthly housing allowance (€70 to €210) and the allowance for uninsured over-67s (up to €362 a month) are open for applications. [S12][S10][S15]
- **First-time buyers**: Spiti mou I and Spiti mou II are closed to new applications, and Spiti mou III is not on the portal. [S6][S5][S1]
- **Owners of empty or older homes**: The 2026 renovation grant's certificate stage has closed. [S36][S29] Owners who let a home that has been empty for at least 3 years, or was on short-term let, on a lease of at least 3 years can claim a 3-year income-tax exemption on the rent for leases signed by 31 December 2026. [S22]
- **Students and their families**: The student housing allowance is €1,500, or €2,000 when sharing, and €2,000 or €2,500 outside Athens and Thessaloniki. Applications run in June and July each year, and this year's period is over. [S14]
- **Non-Greek residents**: Third-country nationals need 12 years of legal and permanent residence for the housing allowance. The student allowance names only Greek and EU citizens, and the Evros relocation grant is for Greek citizens only. [S11:residence][S14][S18]

**What to do:** The portal itself changes nothing you must do. Check each scheme's own page before relying on the portal's label. Owners who want the rent tax exemption must move a qualifying empty or short-let home to a lease of at least 3 years by 31 December 2026, and housing-allowance recipients must reapply every six months. [S22][S10]

## Key dates

- 2026-11-30: Greek rent refund (one month's rent) due to be paid by the end of November 2026
- 2026-12-31: Last day to sign a long-term lease of an empty home for Greece's 3-year rent tax exemption (a 2027 extension is announced)

## At a glance

- stegasi.gov.gr, run by the Ministry of Social Cohesion and Family, lists 46 housing entries on 12 October 2026; one is listed twice, so by our count there are 45 distinct measures. [S1][S2][S3][S4]
- One portal label is out of date: the Ανακαίνιση Κατοικίας renovation grant is still marked open, but its certificate stage closed on 24 August 2026 (30 September 2026 for vacant homes). The portal also marks Ανακαινίζω – Νοικιάζω open, which we could not confirm. [S9][S36][S29][S8][S27]
- Residence rules differ: the housing allowance needs 5 years' legal and permanent residence for Greek and EU citizens but 12 years for third-country nationals, and the student housing allowance names only Greek and EU citizens. [S11:residence][S14]

Greece lists its state housing support on one Greek-language website, stegasi.gov.gr.[S1] It is run by the Υπουργείο Κοινωνικής Συνοχής και Οικογένειας (Ypourgeio Koinonikis Synochis kai Oikogeneias, the Ministry of Social Cohesion and Family).[S1][S24] We found no English version of the portal.[S1] On 12 October 2026 it listed 46 entries: 25 housing programmes, 14 tax measures and 7 other interventions.[S1][S2][S3][S4] One entry, on renovating public buildings for social housing, appears twice with identical text, so by our count stegasi.gov.gr lists 45 distinct measures.[S2]

This guide sorts the main schemes by what they offer, gives each one's status on 12 October 2026, and sets out the residence rules for non-Greeks where the official pages state them.[S1][S2] Where the portal's own label is out of date, as it is for the 2026 renovation grant, we say so.[S9][S29]

## What is stegasi.gov.gr?

The portal launched on 3 June 2025, when the Social Cohesion and Family minister, Domna Michailidou, presented it as a single home for 43 housing measures worth €6.5bn.[S24][S25] A tool called «Βρες το πρόγραμμά σου» ("find your programme") asks for your year of birth first; the ministry said users enter age, income, family status and residence to see which schemes may apply.[S1][S24] Each scheme carries one or two labels: «Σε εξέλιξη» (under way), «Ανοιχτό για αιτήσεις» (open for applications), «Διαρκές» (permanent), «Υπό σχεδιασμό» (being planned) or «Παρήλθε η περίοδος αιτήσεων» (application period over).[S1][S2][S3][S4]

The portal also posts a monthly results presentation; the September 2026 edition went up on 8 October 2026.[S23] In it the ministry says housing policy rests on more than 45 coordinated interventions with a total budget of more than €6.5bn.[S26] It adds that 24 purely housing programmes, worth more than €6bn, reach more than 1,500,000 people.[S26] The same page's headline number, however, is 48 active programmes, while the portal lists 46 entries, 45 of them distinct by our count.[S26][S1][S2]

Konstantinos Kyranakis, described by enikos.gr as secretary of New Democracy, the governing party, said on ERT on 12 October 2026 that 1.5 million people receive help with housing through one or more of the programmes.[S30] That matches the ministry's own September 2026 figure of more than 1,500,000 people.[S26]

> **46**: Entries on stegasi.gov.gr on 12 October 2026; 45 distinct by our count.[S1][S2]

## What is open on 12 October 2026?

Two agencies run several of the schemes below. ΟΠΕΚΑ (Οργανισμός Προνοιακών Επιδομάτων και Κοινωνικής Αλληλεγγύης, Organismos Pronoiakon Epidomaton kai Koinonikis Allilengyis, the welfare benefits agency) pays the housing allowance.[S11] ΔΥΠΑ (Δημόσια Υπηρεσία Απασχόλησης, Dimosia Ypiresia Apascholisis, the public employment service) runs the 2024 Anakainizo – Noikiazo scheme.[S27]

The table gives the portal's label next to the status we found on the scheme's own page or in later official texts.[S1][S2]

## I want to buy a first home

**Spiti mou I and Spiti mou II** («Σπίτι μου», 'My Home') offered low-interest or interest-free loans for a first home, for buyers aged 25–39 and 25–50 respectively.[S6][S5] Both are closed to new applications.[S6][S5] Spiti mou II lent up to €190,000, and half of each loan was at 0%, funded by the EU Recovery and Resilience Facility (Ταμείο Ανάκαμψης και Ανθεκτικότητας, Tameio Anakampsis kai Anthektikotitas).[S5] Its last date for approval was 31 May 2026 and for signing the loan contract 31 August 2026.[S5] It was run by ΕΑΤ (Ελληνική Αναπτυξιακή Τράπεζα, Elliniki Anaptyxiaki Trapeza, the Hellenic Development Bank) through partner banks.[S5] The ministry reports 15,064 approved Spiti mou II loans and 94.35% of its €2bn budget absorbed, and says the scheme is completing its life cycle.[S26] For Spiti mou I it reports 8,902 approved applications and 86.54% of a €1bn budget absorbed.[S26]

**Spiti mou III** is not among the portal's entries.[S1] Our [Spiti mou III explainer](https://agentnews.gr/property/greece-spiti-mou-3-first-home-loans) sets out what has been announced and what is not yet law.

## I rent my home

**The rent refund** («Επιστροφή ενοικίου», Epistrofi enoikiou) gives back one month's rent a year, for a main home and/or a student home, paid into the tenant's bank account in one go by the end of November.[S12] Annual taxable income limits are €25,000 for a single person, €35,000 for a married couple or civil partners plus €5,000 per dependent child, and €39,000 for a single parent plus €5,000 per extra child.[S12] For a main home there is also an asset limit of €120,000 for a single person, plus €20,000 for a spouse or civil partner and for each dependent child.[S12] Our [rent refund guide](https://agentnews.gr/guides/greece-rent-refund-november-2026) covers the 2026 payment in detail.

Public-school teachers, doctors, nurses and other public health staff serving outside the Attica region (Attica's islands do count) and outside the Thessaloniki metropolitan area get a second refund, bringing the total to two-twelfths of the previous year's rent.[S13] The cap is €1,600 a year plus €100 per dependent child, with no income or age limit, and it is paid without an application, on the basis of the annual tax return.[S13]

**The housing allowance** («Επίδομα στέγασης», Epidoma stegasis), paid by ΟΠΕΚΑ, is €70 to €210 a month depending on household size.[S10][S11] The income ceiling is €7,000 a year for one person, rising per member to a maximum of €21,000.[S10][S11] It lasts six months, after which you reapply, at epidomastegasis.gr or through municipal social services.[S10][S11] The ministry reports 481,264 beneficiaries from January to August 2026, on a 2026 budget of €300m.[S26]

**Uninsured people over 67** who rent can claim the «Επίδομα στεγαστικής συνδρομής ανασφαλίστων υπερηλίκων» (Epidoma stegastikis syndromis anasfaliston yperilikon, housing assistance allowance for uninsured older people).[S15] It equals their rent, up to €362 a month, if their annual income, including tax-exempt and specially taxed income, is no more than €4,320 (€8,640 for a couple).[S15] They apply through municipal social services or Κέντρα Κοινότητας (Kentra Koinotitas, community centres).[S15]

**ΚΑΛΥΨΗ** (Kalypsi, 'Cover') subsidised private rentals for people aged 25–39 who receive the Guaranteed Minimum Income («Ελάχιστο Εγγυημένο Εισόδημα», ΕΕΕ) and own no main home; its application period is over.[S16][S2]

**Social antiparochi** («Κοινωνική αντιπαροχή», koinoniki antiparochi) is a contract between public bodies and private contractors.[S17] A private contractor would build at its own cost on unbuilt public land, use the building for a set period and let part of it at a preset social rent to tenants chosen on social criteria.[S17] It is still being planned.[S17] On 11 May 2026 Michailidou said the first 8 properties would give 400 flats, at least 130 of them to be allocated on social criteria, with tenders within 2026.[S34][S35]

## I own an empty or older home

**The 2026 renovation grant** (Anakainisi Katoikias, «Ανακαίνιση Κατοικίας», 'Home renovation', widely called «Ανακαινίζω», Anakainizo, 'I renovate') pays up to €36,000 for older homes with a building permit issued by 31 December 1990.[S9] Its eligibility-certificate stage closed on 24 August 2026, extended to 30 September 2026 for vacant homes only.[S36][S29] The portal still labels it open.[S9] Our [Anakainizo guide](https://agentnews.gr/guides/greece-anakainizo-renovation-grant-advance) explains the funding stage for certificate holders.

**Anakainizo – Noikiazo** («Ανακαινίζω – Νοικιάζω», 'I renovate – I rent'), the 2024 scheme run by ΔΥΠΑ, refunds 60% of renovation invoices, up to €8,100, to owners who let an empty home for at least three years.[S8][S27] The portal labels it open, but ΔΥΠΑ's page states no current window, and under a 2025 decision the dates are set by a decision of ΔΥΠΑ's governor.[S8][S27][S28] The only governor's decision on ΔΥΠΑ's page, by its title, concerns existing beneficiaries; we found none setting a window for new applications.[S27] The ministry reports 3,017 approved applications and 51.48% of a €50m budget absorbed.[S26]

**The rent tax exemption** frees rental income from income tax for three years when an owner moves a home that has stood empty for at least three years (as declared on tax form Ε2), or one on short-term let, to a long-term lease of at least three years.[S22] It covers leases signed from 8 September 2024 to 31 December 2026, for homes up to 120 m² plus 20 m² per dependent child, and is claimed through ΑΑΔΕ (Ανεξάρτητη Αρχή Δημοσίων Εσόδων, Anexartiti Archi Dimosion Esodon, the tax authority).[S22] The ministry lists an extension to 2027 among new measures announced at the 2026 Thessaloniki International Fair (ΔΕΘ).[S26]

**Anavathmizo to Spiti mou** («Αναβαθμίζω το Σπίτι μου», 'I upgrade my home') offered interest-free loans of €5,000–€25,000 for upgrades and is closed to new applicants, with 98.07% of its €80m budget absorbed, according to the ministry.[S7][S26] **Exoikonomo 2025** («Εξοικονομώ», 'I save [energy]') closed on 13 April 2025.[S19] **Exoikonomo – Anakainizo gia neous** ('I save – I renovate, for young people'), for people born between 1 January 1984 and 31 December 2005, is under way, but its page gives no application window.[S20] The next Εξοικονομώ round is not on the portal.[S1]

## I am a student, or pay for one

**The student housing allowance** («Φοιτητικό στεγαστικό επίδομα», Foititiko stegastiko epidoma) is €1,500, or €2,000 when sharing a home.[S14] Outside Athens and Thessaloniki it is €2,000, or €2,500 when sharing.[S14] The education minister, Sofia Zacharaki, gave the same amounts on 12 October 2026 and said funding is expected to reach €90m in 2026, up from €41.8m in 2019.[S32][S33] The family income limit is €30,000 plus €3,000 per dependent child after the first, up to €40,000 for some regional universities.[S14] Applications run in June and July each year at stegastiko.minedu.gov.gr, and this year's period is over.[S14]

New student residences are being built through public-private partnerships, but the figures differ.[S21][S26] The portal says over 8,500 new beds; the ministry's September 2026 presentation says about 8,600, at a total partnership cost of €741.1m.[S21][S26] Newsit reported 8,600 on 1 August 2026, while Zacharaki spoke of more than 8,100 on 12 October 2026.[S31][S32][S33]

## I want to move to a smaller town

The only relocation grant on the portal is the Evros pilot, under joint ministerial decision 10557/2025, for moves to Soufli, Didymoteicho or Orestiada.[S18] Its page gives €10,000 for settlements of up to 500 residents and €6,000 elsewhere plus €1,000 per minor child, up to €10,000.[S18] The portal labels it open, but on 12 October 2026 the application platform it links to read «Η υπηρεσία δεν είναι διαθέσιμη» ('the service is not available', in our translation).[S18][S38] Law 5322/2026 has since amended the grant to a flat €10,000 per household, but the portal's page still shows the pilot terms.[S37][S18] Our [relocation grant guide](https://agentnews.gr/guides/greece-relocation-grant-10000) covers the current rules.

## Can foreign residents claim?

It depends on the scheme. The housing allowance requires 5 years of legal and permanent residence for Greek and EU citizens and ethnic Greeks (ομογενείς), but 12 years for third-country nationals.[S10][S11] The allowance for uninsured over-67s requires 12 years of legal and permanent residence in Greece.[S15] The student housing allowance is for undergraduates.[S14] It names only students who are Greek or other EU citizens.[S14] The Evros relocation incentives are for Greek citizens only.[S18]

The pages for Spiti mou II, the 2026 renovation grant, the rent refund and ΚΑΛΥΨΗ state no citizenship condition.[S5][S9][S12][S16] A page that states no condition does not show that a scheme is open to everyone: some schemes run on Greek tax data.[S13] The two-rent refund, for example, is paid on the basis of the annual tax return.[S13] We have not confirmed how these schemes treat people who file their tax return abroad.

> The housing allowance needs 12 years of legal and permanent residence for third-country nationals, against 5 years for Greek and EU citizens and ethnic Greeks.[S11]

Tax measures on the portal also touch foreign owners.[S3][S4] Golden Visa homes may not be let short-term, and the minimum investment rose to €800,000 in Attica, the Thessaloniki area, Mykonos, Santorini and islands of over 3,100 people, and €400,000 elsewhere, in a single property of at least 120 m².[S4] The ministry's presentation lists a rise in transfer tax from 3% to 15% for non-EU home buyers among measures announced at the 2026 Thessaloniki fair.[S26] Our [2027 property changes explainer](https://agentnews.gr/property/greece-enfia-rent-changes-2027) sets out which of these are law and which are only announced.

## What is not on the portal yet?

Three things we would expect to find are missing from stegasi.gov.gr on 12 October 2026: Spiti mou III, the relocation grant's terms as amended by law 5322/2026[S37][S18], and the next Εξοικονομώ round.[S1][S2] Until they appear, check the scheme's own platform or the ministry that runs it rather than the portal.[S1]

## What we checked

- **corrected**: The portal labels the 2026 home renovation grant (Ανακαίνιση Κατοικίας) open for applications. [S9] → Eligibility certificates could be issued until 24 August 2026 [S36], extended to 30 September 2026 for vacant homes only [S29]. Only certificate holders go on to the funding stage.
- **missing**: The portal labels Ανακαινίζω – Νοικιάζω, the 2024 ΔΥΠΑ scheme, open for applications. [S8] → ΔΥΠΑ's own page gives no current application window, and the 2025 decision leaves the dates to a decision of ΔΥΠΑ's governor [S27][S28:governor]. We found none for new applications.
- **missing**: The ministry's September 2026 presentation gives 48 active programmes. [S26] → The same page's text says 'more than 45' interventions [S26:totals], and the portal the ministry runs lists 46 entries, one of them twice. [S1][S2]
- **confirmed**: 1.5 million citizens receive support through one or more of the programmes, Konstantinos Kyranakis said on ERT on 12 October 2026. [S30] → The ministry's September 2026 presentation gives more than 1,500,000 people, for its 24 purely housing programmes. It does not say whether people using several schemes are counted twice. [S26:totals]
- **confirmed**: Third-country nationals need 12 years of legal residence for the housing allowance. [S10] → ΟΠΕΚΑ's page says so word for word, against 5 years for Greek and EU citizens and ethnic Greeks. [S11:residence]

## What we don't know yet

- When stegasi.gov.gr will add Spiti mou III, the relocation grant's terms as amended by law 5322/2026 and the next Εξοικονομώ round.
- Whether Ανακαινίζω – Νοικιάζω (the 2024 ΔΥΠΑ scheme) is still taking applications: the portal says open, but we found no current decision by ΔΥΠΑ's governor setting the window.
- Whether third-country nationals with residence permits can claim the student housing allowance, which names only Greek and EU citizens.
- Whether schemes whose pages state no citizenship condition (Spiti mou II, the 2026 renovation grant, the rent refund, ΚΑΛΥΨΗ) in practice require a Greek tax return or Greek tax residence.
- How many new student beds are planned: the portal says over 8,500, the ministry's presentation about 8,600 and the education minister more than 8,100.
- Whether the ministry's figure of more than 1,500,000 people counts people more than once when they use several schemes, and why the ministry gives both 'over 45' interventions and '48' active programmes.
