# Greek electricity tariffs explained: the four colours and October 2026 green prices

Most green electricity prices rose for October 2026 after the September wholesale price climbed from €133.40 to €156.31/MWh; here is what each tariff colour means, what suppliers charge and how to switch.

## Does this affect you?

- **Households on a green tariff, including anyone who never chose one**: Most green supply prices rose for October 2026: ΔΕΗ's went to €0.15913/kWh from €0.14913/kWh, while Heron's stayed at €0.14760/kWh.[S6][S8][S11][S14] The price is reset every month and must be published by the first day of the month.[S2][S3]
- **Households on a blue (fixed-price) contract**: A blue price stays the same for the whole contract, so October's wholesale rise does not change it; ΔΕΗ's myHome Online stayed at €0.115/kWh.[S3][S9][S14] Leaving before the contract ends may cost an exit fee.[S24][S25]
- **Social tariff (ΚΟΤ) beneficiaries**: Existing beneficiaries had to reapply between 25 July and 25 September 2026 or be removed automatically; that deadline has passed.[S16][S17] New applications are accepted at any time of year.[S16]

**What to do:** Nothing changes by law this month and no deadline applies. Check the colour on your bill; if it is green, compare November 2026 prices once suppliers publish them by 1 November 2026, for example on ΡΑΑΕΥ's energycost.gr.[S2][S3][S27] New applications for the social tariff are accepted at any time at idika.gr/kot.[S16]

## At a glance

- Greek household electricity tariffs carry a colour: blue for one fixed price, green for the special tariff repriced every month, yellow for other variable tariffs and orange for dynamic pricing.[S3][S4][S5]
- October 2026 green supply prices include €0.14760/kWh at Heron, €0.15913/kWh at ΔΕΗ for the first 200 kWh a month and €0.184/kWh at Protergia, after the September wholesale price rose to €156.31/MWh from €133.40/MWh in August.[S6][S7][S8]
- Green, yellow and orange tariffs can be left at any time without an exit fee; only blue (fixed) contracts may charge one.[S24][S25]

Every household electricity tariff sold in Greece carries a colour that shows how its price is set.[S3][S5] Blue means one fixed price, green is the "special" tariff repriced every month, yellow is any other variable tariff and orange is dynamic pricing.[S3][S4][S5] Households that had not chosen a tariff were moved to green automatically on 1 January 2024, and they stay on it unless they change.[S1][S5][S18]

Most green prices rose in October 2026 because the average wholesale price for September 2026 was €156.31 per megawatt-hour (MWh), up from €133.40/MWh in August.[S7][S10][S11][S12] That is a rise of about 17%, by our calculation.[S7]

## What do the tariff colours mean?

The colours are "transparency markings" (Σημάνσεις Διαφάνειας, Simanseis Diafaneias) set by decision Ε-160/2023 of ΡΑΑΕΥ (Ρυθμιστική Αρχή Αποβλήτων, Ενέργειας και Υδάτων, Rythmistiki Archi Apovliton, Energeias kai Ydaton), the regulator for energy, waste and water.[S3][S27] The decision, published in the Government Gazette (ΦΕΚ Β' 6001) on 16 October 2023, says the markings are there so that consumers understand at once and easily a product's most important feature: whether the supply charge is fixed, variable or dynamic (in our translation).[S3]

- **Blue:** one fixed supply price per kilowatt-hour (kWh) for the whole contract.[S3]
- **Green:** the special tariff, repriced every month.[S1][S4][S5]
- **Yellow:** other variable tariffs.[S4][S5]
- **Orange:** dynamic pricing.[S3][S5]

Orange marks dynamic pricing, not a night or time-of-day rate: the green Γ1Ν tariff of ΔΕΗ (Δημόσια Επιχείρηση Ηλεκτρισμού, Dimosia Epicheirisi Ilektrismou, known in English as PPC) has a reduced night rate.[S3][S8]

## Why did "green" once mean something else?

In Ε-160/2023 as published, variable products were marked green and dynamic products orange.[S3] A decision of ΥΠΕΝ (Υπουργείο Περιβάλλοντος και Ενέργειας, Ypourgeio Perivallontos kai Energeias), the environment and energy ministry, then set the terms of the special tariff («Ειδικό Τιμολόγιο», Eidiko Timologio): decision ΥΠΕΝ/ΔΗΕ/120637/2107, published in ΦΕΚ Β' 6600 on 21 November 2023 and applied from 1 January 2024.[S1][S2][S4] ΡΑΑΕΥ's guidance, announced on 15 December 2023 and reported by ot.gr and Capital.gr, gave green to the special tariff and moved other variable products to yellow.[S4][S5] We could not find the ΡΑΑΕΥ decision itself.

Since 1 January 2025 suppliers no longer have to offer the green tariff to new customers, but it was not abolished, and existing customers keep it.[S18]

## When is the green price published each month?

The final supply price of a green tariff must be announced by the first day of each month of consumption.[S2] ΡΑΑΕΥ's decision Ε-160/2023 sets the same limit for variable tariffs whose supply charge is based on the previous month's wholesale prices.[S3] Suppliers must therefore publish November 2026 green prices by 1 November 2026.[S2][S3] ΡΑΑΕΥ posts green prices in its public price table at invoices.rae.gr by the 5th of the month.[S4][S26]

A green price has a base that stays fixed for at least six months, plus a monthly "fluctuation mechanism" (μηχανισμός διακύμανσης) linked to the wholesale price.[S1][S2][S7] A green tariff may also carry a fixed supply charge of up to €5 a month, and discounts, both of which can change monthly.[S1][S2] The green price sheets of Heron, ΔΕΗ and Protergia all show a fixed charge of exactly €5.[S6][S7][S8]

> Suppliers must publish November 2026 green-tariff prices by 1 November 2026.[S2][S3]

## What is the green supply price in October 2026?

The prices below are supply prices (τιμή προμήθειας), the part of the bill each supplier sets. Every bill also carries regulated charges for the transmission and distribution networks, public-service obligations (ΥΚΩ) and an emissions-reduction levy, which Protergia notes are the same for all consumers whichever supplier they use; and Protergia's price sheets say its charges exclude 6% VAT.[S7][S33]

| Supplier and tariff | October 2026 supply price, €/kWh | Basis |
|---|---|---|
| Heron, BASIC HOME | 0.14760 (unchanged) | supplier page |
| ΔΕΗ, Γ1/Γ1Ν | 0.15913 up to 200 kWh; 0.21997 above 200 kWh; 0.15590 night | supplier page |
| Enerwave | 0.179 (0–100 kWh) | reported |
| Protergia, Value Special | 0.184 | supplier page |
| Zenith (ΖΕΝΙΘ) | 0.225 (0–100 kWh) | reported |
| Fysiko Aerio Ellados (Φυσικό Αέριο Ελλάδος) | 0.239 | reported |
| Elinoil (ΕΛΙΝΟΙΛ) | 0.25265 | reported |
| nrg | 0.259 | reported |
| Volton | 0.27369 | reported |

The Heron, ΔΕΗ and Protergia prices are from the suppliers' own pages.[S6][S7][S8] Each "reported" price appears in at least two of To Vima (Το Βήμα), Insider.gr and Newmoney; we did not check those suppliers' pages.[S10][S11][S12] Enerwave is the new name of Elpedison.[S32] ΔΕΗ's green price was €0.14913/kWh in September 2026, and Protergia's €0.169/kWh.[S11][S14]

The lower prices depend on discounts.[S6][S7][S8] ΔΕΗ's prices include a discount that applies in full only if bills are paid on time and you are registered with myDEI, its online account.[S8] Heron's discount requires on-time payment of the previous bill and no overdue debts.[S6] Protergia's €0.184/kWh is after its on-time ("consistency") discount; before it, the price is €0.267/kWh.[S7]

## Does ΔΕΗ charge the higher price on all your electricity?

We could not confirm this. ΔΕΗ's page gives €0.15913/kWh up to 200 kWh a month and €0.21997/kWh above 200 kWh, but does not say whether the higher price then applies to every kWh or only to those above 200.[S8][S13] Govnews, reporting in February 2026 that the lower band had been cut from 500 to 200 kWh, wrote that this pushes "a larger part of consumption into the second, dearer band" (in our translation), which suggests only the kWh above 200 are charged at the higher price; but it does not say so outright, and ΔΕΗ has not said either way.[S35]

## What do fixed (blue) tariffs cost?

ΔΕΗ's blue myHome Online tariff costs €0.115/kWh with a €3.50 monthly fixed charge on a 12-month contract, and requires a monthly e-bill and recurring card payment.[S9] Its price did not change in October 2026.[S11][S14] Protergia's fixed-price (blue) range includes Home Value Sure 12M 3.0 at €0.154/kWh with €9.90 a month for 12 months, and Home Value Sure 18M 3.0 at €0.145/kWh with €11.90 a month for 18 months; both prices assume its on-time ("consistency") discount, without which they are €0.269 and €0.259/kWh.[S33] Protergia says those charges exclude 6% VAT.[S33]

## Is there a subsidy on October 2026 bills?

No electricity subsidy applies to October 2026 household bills; Protergia's sheet records the state subsidy as "does not apply".[S7][S19] Government sources said in late September 2026 that no new subsidies were in the plans "for now" (in our translation), and pointed households to fixed (blue) tariffs.[S19] Ecozen reported that a subsidy for electricity remained possible after the prime minister announced a higher heating allowance that would also cover households heating with other forms of energy.[S20]

## What happened to the social tariff (ΚΟΤ)?

The social household tariff, ΚΟΤ (Κοινωνικό Οικιακό Τιμολόγιο, Koinoniko Oikiako Timologio), has three categories: Α for recipients of the minimum guaranteed income, Β on income and property criteria, and Γ for large families.[S16][S17][S34] Existing beneficiaries had to reapply between 25 July and 25 September 2026 on the site of ΗΔΙΚΑ (Ηλεκτρονική Διακυβέρνηση Κοινωνικής Ασφάλισης, Ilektroniki Diakyvernisi Koinonikis Asfalisis; IDIKA), the state company that runs the social-security IT systems, at idika.gr/kot, or be removed automatically.[S16][S17] New applications are accepted at any time of year.[S16][S17]

## What should you check on your bill?

- **The colour and product name:** they tell you whether your price is fixed or changes.[S3][S5]
- **The discount conditions:** on ΔΕΗ's and Heron's green tariffs the discount depends on paying on time.[S6][S8]
- **The fixed charge:** up to €5 a month on a green tariff.[S1][S2]
- **The 200 kWh line,** if you are on ΔΕΗ's Γ1/Γ1Ν.[S8]
- **On a blue contract, its length and exit fee.**[S24][S25]

## What would change in 2027 under the draft electricity law?

A draft law put to public consultation on 10 October 2026 would change two things for households; comments are open on opengov.gr until 10:00 on 24 October 2026, and the text may still change.[S38] We explain it in full in [our article on the bill](https://agentnews.gr/energy/greece-electricity-bill-pso-charges-fixed-tariffs).

- **A smaller public-service-obligations charge.** The charge for public-service obligations, ΥΚΩ (Υπηρεσίες Κοινής Ωφέλειας, Ypiresies Koinis Ofeleias), is one of the regulated charges on every bill, whatever the supplier. From 1 January 2027 it would fall from €6.90 to €3.45 per MWh on a household's first 1,600 kWh every four months, at normal and reduced-rate (night) hours alike.[S38] By our calculation, that saves at most €5.52 every four months, or €16.56 a year, before VAT.[S38]
- **A right to ask for a fixed price.** Every customer could ask for a fixed-price contract of at least one year; at least one supplier, and every supplier with more than 200,000 customers, would have to offer one.[S38] Suppliers could not change the terms of such a contract on their own or end it early.[S38] Customers would not have to take one: the draft gives them the right to ask, not a duty to switch.[S38]

## How do you switch tariff or supplier?

Green, yellow and orange tariffs carry no early-termination fee, so you can switch at any time; only blue contracts may charge one.[S24][S25][S36] According to iEnergeia, blue exit fees must be proportionate, must not exceed the supplier's direct loss and must be disclosed before signing, under law 4986/2022, and households have a 14-day right to withdraw.[S24]

1. **Compare.** ΡΑΑΕΥ's energycost.gr turns all charges into one €/kWh figure and can compare your current tariff, even one no longer sold.[S27]
2. **Read the new offer's colour, length and exit fee** before you sign.[S24]
3. **Know that a new category is pending.** ΡΑΑΕΥ has been expected since at least May 2026 to create light-blue (γαλάζιο, galazio) tariffs of at least 12 months, which Mononews calls "hybrid" (υβριδικά): fixed prices with a flexible element, such as prices set by consumption band.[S21][S23][S37] The decision had not been published by 14 September 2026.[S22]

## Glossary

- **ΡΑΑΕΥ:** the regulator for energy, waste and water; it sets the colours and runs energycost.gr.[S3][S27]
- **ΥΠΕΝ:** the environment and energy ministry, whose decision set the green tariff's terms.[S1][S2]
- **ΚΟΤ:** the social household tariff for low-income households and large families.[S16]
- **ΗΔΙΚΑ (IDIKA):** the state company that runs the social-security IT systems, including ΚΟΤ applications at idika.gr/kot.[S16]
- **ΕΧΕ / HEnEx** (Ελληνικό Χρηματιστήριο Ενέργειας, Elliniko Chrimatistirio Energeias): the Hellenic Energy Exchange, whose day-ahead price is the wholesale figure behind green tariffs; it publishes a monthly market report.[S7][S15]

## What we checked

- **corrected**: Greek City Times headlined on 2 September 2026 that PPC (ΔΕΗ) had cut electricity prices for households.[S31] → Its own report says ΔΕΗ's green Γ1/Γ1Ν tariff rose 7.7% that month, to €0.14913/kWh; only the price of the fixed myHome Online tariff was cut, to €0.115/kWh.[S31][S9]
- **corrected**: athens-times.com said in July 2026 that blue (fixed) tariffs had become the most expensive.[S29] → Its own January–July 2026 figures for 300 kWh put green highest: yellow €49.99, blue €55.86, green €56.06. efsyn, which published the same figures, said blue had become dearer, not dearest.[S29][S30]
- **corrected**: Athens News (en.rua.gr) wrote on 2 October 2026 that the 'average feed-in tariff' rose in October.[S28] → The figures are retail green-tariff prices that households pay. A feed-in tariff is what electricity producers are paid.[S28][S10]
- **missing**: Reports describe ΔΕΗ's €0.21997/kWh as the price for households using more than 200 kWh a month.[S13] → ΔΕΗ's October price page does not say whether that price applies to all of the month's consumption or only to the kWh above 200.[S8]
- **confirmed**: The September 2026 wholesale price was €156.31/MWh, against €133.40/MWh in August.[S10][S11][S12] → Protergia's October price sheet uses exactly these figures as its inputs (M-1 156.31, M-2 133.40 €/MWh).[S7]

## What we don't know yet

- Whether ΔΕΗ charges its higher green price (€0.21997/kWh in October 2026) on all of a household's consumption once it passes 200 kWh a month, or only on the kWh above 200. ΔΕΗ's own page does not say, and the reports we found do not say so clearly.
- When ΡΑΑΕΥ will publish its decision on the new light-blue (γαλάζιο) 'hybrid' tariffs. It had not appeared by 14 September 2026, when it was reported to be waiting on the transposition of EU Directive 2024/1711; the draft law transposing it was put to public consultation on 10 October 2026.
- Whether the government will subsidise electricity used for home heating this winter. Ecozen reported in September 2026 that this was still possible; nothing has been decided.
- Whether suppliers' October 2026 figures match ΡΑΑΕΥ's official price table. The table at invoices.rae.gr did not load when we checked.
- How long a change of supplier takes and which documents it needs. We found this only on commercial comparison sites, not from the regulator or the network operator.
- Whether households removed from the social tariff (ΚΟΤ) for missing the 25 September 2026 deadline can rejoin straight away as new applicants. ΗΔΙΚΑ says new applications are accepted all year but gives no separate rule for them.

## Corrections and updates

- 2026-10-11 (update): Added what the draft electricity law in public consultation until 24 October 2026 would change from January 2027: a lower public-service-obligations (ΥΚΩ) charge on households' first 1,600 kWh every four months, and a right to ask for fixed-price contracts.
