# Greece's 120-instalment plan for old tax and social-security debts is announced, not law: no one can apply yet

The finance ministry announced the scheme on 30 September 2026, with a minimum instalment of €30 and interest of 5.84%. As of 10 October 2026 we found no sign that it has been tabled in Parliament, so the current 72-instalment rules still apply.

## Does this affect you?

- **People with tax or e-ΕΦΚΑ debts that became overdue by 31 December 2024**: If the scheme becomes law as announced, debts not in a payment plan on 30 September 2026 could be spread over up to 120 monthly instalments of at least €30, at 5.84% interest.[S1]
- **People already paying under the 72-instalment scheme**: You could move to 120 instalments, but only by applying; press reports say the switch will not be automatic.[S1][S5]
- **People with current debts (from 1 January 2025 onwards)**: These debts are outside the announced scheme and are settled through the standard 24-instalment scheme.[S1]
- **Greeks abroad and expats with Greek tax or social-security debts**: Neither the announcement nor press reports set any rule specific to people living abroad.[S1][S5] Under the current 72-instalment scheme, tax applications are made online through myAADE.[S16]

**What to do:** Nothing changes yet: the 120-instalment scheme has been announced but is not law.[S1][S7] If you are in a 72-instalment plan, keep paying, because under current rules two missed consecutive instalments end it.[S2][S3] Press reports expect applications to open in November 2026.[S5][S7]

- 2027-06-30: 120-instalment scheme for tax and e-ΕΦΚΑ debts: announced last day to apply (not yet law)

## At a glance

- Announced, not law: on 30 September 2026 the finance ministry said debts to ΑΑΔΕ and e-ΕΦΚΑ that became overdue by 31 December 2024 could be paid in up to 120 monthly instalments of at least €30, at 5.84% interest.
- The minister wants the law voted in October 2026; press reports say late October or early November, with the application platforms expected to open in November.
- People already in the 72-instalment scheme could switch, but only by applying; current debts (from 1 January 2025 onwards) stay in the standard 24-instalment scheme.

Greece's government plans to let people repay old tax and social-security debts in up to 120 monthly instalments, instead of the 72 allowed today.[S1] The Ministry of National Economy and Finance (Υπουργείο Εθνικής Οικονομίας και Οικονομικών, Ypourgeio Ethnikis Oikonomias kai Oikonomikon) announced the scheme on 30 September 2026.[S1] It is not law yet, so nobody can apply for it.[S7][S10]

## Is the 120-instalment scheme law yet?

No. As of 10 October 2026, press reports said finance minister Kyriakos Pierrakakis was still expected to table the provision in Parliament during October.[S7][S12][S13] On 1 October 2026 Pierrakakis told ERT, the public broadcaster, that the government wanted the 120-instalment law voted in October.[S10] Reports differ on timing: ERT reports that a vote is expected by the end of October 2026, while other outlets point to the first ten days of November 2026.[S5][S9][S12]

We found no 120-instalment provision in the omnibus bill now in consultation, the finance ministry's bill that deals with loan servicers.[S11][S17] We explain that bill in [our guide to the loan servicers bill](https://agentnews.gr/work-money/greece-loan-servicers-bill-explained).

## What did the finance ministry announce on 30 September 2026?

The main terms in the ministry's statement are these.[S1]

- **Up to 120 instalments**, instead of 72, with a minimum payment of €30.[S1][S6]
- **Older debts only**: debts that became overdue (καταστεί ληξιπρόθεσμες, katastei lixiprothesmes) by 31 December 2024, instead of 31 December 2023 under the 72-instalment scheme.[S1][S15]
- **Not already in a plan**: the debts must not be in a payment arrangement on 30 September 2026.[S1]
- **Interest of 5.84%**, the same rate as the standard 24-instalment scheme.[S1][S8]
- **Applications until 30 June 2027**, instead of 31 December 2026 for the 72-instalment scheme.[S1][S6]

The scheme covers debts to the tax authority and to the social-security funds.[S1] The tax authority is ΑΑΔΕ (Ανεξάρτητη Αρχή Δημοσίων Εσόδων, Anexartiti Archi Dimosion Esodon, the Independent Authority for Public Revenue).[S2] Social-security debts are collected by ΚΕΑΟ (Κέντρο Είσπραξης Ασφαλιστικών Οφειλών, Kentro Eispraxis Asfalistikon Ofeilon, the Centre for the Collection of Social-Security Debts), part of e-ΕΦΚΑ (Ηλεκτρονικός Εθνικός Φορέας Κοινωνικής Ασφάλισης, Ilektronikos Ethnikos Foreas Koinonikis Asfalisis), Greece's main social-security fund.[S3][S4][S5]

> **120**: Maximum monthly instalments announced for tax and social-security debts overdue by 31 December 2024, up from 72.

On a debt of €3,600, press reports say the monthly instalment would fall from €50 to €30.[S7][S12] By our calculation, that is €3,600 divided by 72 and by 120, before interest.

## Who would qualify?

The ministry says the scheme will give households and businesses "more breathing room" (in our translation).[S1] The current 72-instalment scheme is open to both individuals and legal entities (φυσικά και νομικά πρόσωπα, fysika kai nomika prosopa), such as companies.[S2][S3] The ministry's announcement mentions no minimum or maximum debt and no income test.[S1]

## I already pay 72 instalments. Can I switch to 120?

Yes, according to the announcement, but only if you apply.[S1] Press reports say the switch will not happen automatically.[S5][S12][S13] About 35,000 debtors are already in the 72-instalment scheme, according to press reports.[S5][S8]

## What about debts from 2025 onwards?

Current debts (from 1 January 2025 onwards) are excluded from the announced scheme.[S1] The ministry says these debts, which are less than two years old, are settled through the standard 24-instalment scheme.[S1][S12]

## Which rules apply under the current 72-instalment scheme?

The 72-instalment scheme is set out in law 5313/2026, published in the Government Gazette (ΦΕΚ, FEK) Α' 102 on 25 June 2026.[S2][S3][S4] Article 19 covers tax debts and article 22 covers social-security debts.[S2][S3] ΑΑΔΕ decision Α.1141/2026 and e-ΕΦΚΑ circular 15/2026 set out how each part works.[S2][S3] Press reports expect the same conditions to carry over to the 120-instalment scheme, but no legal text says so yet.[S5][S8]

**Conditions for tax debts.** You must have no other overdue debts (ληξιπρόθεσμες οφειλές, lixiprothesmes ofeiles) to ΑΑΔΕ, or have them settled lawfully, for example in another payment plan.[S2] You must have filed income-tax returns for the last five years.[S2][S5] You must not have a final conviction for tax evasion or smuggling.[S2][S5] Debts for the recovery of state aid ordered by the European Commission or the EU Court of Justice are excluded.[S2]

**First payment.** For tax debts, the first instalment must be paid within three working days of applying, or the plan does not start.[S2] For e-ΕΦΚΑ debts, the first instalment is due by the last working day of the month in which you apply.[S3] Press reports expect the three-working-day rule for the 120-instalment scheme too.[S7][S12]

**Losing the plan.** Under the current rules you lose the plan if you miss two consecutive instalments or pay the last two more than two months late.[S2][S3] You also lose it if you have not paid off other overdue debts within one month of joining, or if you do not pay new debts within three months of their due date.[S2] Newpost reports that, under the 120-instalment scheme too, the remaining balance would then become payable at once.[S8]

**Benefits.** While the plan is kept up, ΑΑΔΕ issues a tax clearance certificate (αποδεικτικό ενημερότητας, apodeiktiko enimerotitas) under article 12 of the Tax Procedure Code.[S2] Prosecution for unpaid debts to the state and enforcement measures are suspended.[S2] For e-ΕΦΚΑ debts, you can obtain a social-security clearance certificate (ασφαλιστική ενημερότητα, asfalistiki enimerotita), and enforcement and the limitation period are suspended.[S3][S4]

## How do you apply?

Under the current scheme, tax applications are made online on myAADE, ΑΑΔΕ's online portal, under "My account > Debt settlements > Application for settlement under law 5313/2026".[S16] Only when that route is not available can the application go through «Τα αιτήματά μου» ("My requests").[S2] Social-security applications are made online through ΚΕΑΟ's services.[S3][S4] Press reports expect the 120-instalment applications to use the same two routes.[S5][S7]

## I live abroad. Can I apply?

Neither the announcement nor press reports set any rule specific to people who live outside Greece.[S1][S5] Applications to ΑΑΔΕ go through myAADE, which needs TAXISnet credentials.[S14] A procedure described on 2 December 2023 lets people obtain TAXISnet credentials remotely, for example through a myAADElive video call, and it applies to tax residents of Greece or abroad; we have not checked whether it has changed since.[S14] We found no source on whether an accountant or other representative can apply for you under the 120-instalment scheme.

## What should I do now?

- **Wait for the law.** No one can apply for 120 instalments until the provision is voted and the platforms open, which press reports expect in November 2026.[S5][S7]
- **Keep paying any current plan.** Under the current rules, two missed consecutive instalments end a 72-instalment plan.[S2][S3]
- **Check which of your debts became overdue by 31 December 2024.** Under the announced terms, only those debts qualify, and only if they were not in a payment plan on 30 September 2026.[S1]

## What we checked

- **missing**: Several reports say the scheme covers debts "certified" (βεβαιώθηκαν, that is, entered in the collection records) by 31 December 2024.[S7][S13] → The ministry's announcement speaks of debts that "became overdue" (καταστεί ληξιπρόθεσμες) by that date. We follow the ministry's wording.[S1]
- **missing**: ERT reports that applicants for 120 instalments must have filed five years of income-tax returns and have no final conviction for tax evasion or smuggling.[S5] → The ministry's announcement sets no such conditions. They are the conditions of the current 72-instalment scheme in ΑΑΔΕ decision Α.1141/2026, and no legal text yet applies them to 120 instalments.[S1][S2]
- **missing**: Mononews says monthly instalments will fall by up to 40%.[S9] → The announcement gives no such figure. Before interest, 120 instalments instead of 72 cut a payment by 40% by our calculation, but the 5.84% interest changes the actual amounts.[S1]
- **confirmed**: Naftemporiki reported up to 120 instalments with a minimum of €30, interest of 5.84% and applications until 30 June 2027.[S6] → All four terms match the finance ministry's announcement of 30 September 2026. It is an announcement, not law.[S1]

## What we don't know yet

- Which bill will carry the 120-instalment provision, under which article number, and the exact date of the vote.
- The exact date applications open, and whether ΑΑΔΕ and ΚΕΑΟ will open on the same day.
- Whether the conditions, loss rules and benefits of the current 72-instalment scheme will carry over unchanged. Press reports assume they will, but no legal text exists yet.
- Whether the 5.84% rate will be fixed for the life of a 120-instalment plan, and whether the same rate will apply to e-ΕΦΚΑ debts.
- How a switch from 72 to 120 instalments will treat instalments already paid, and whether a missed payment under the old plan blocks the switch.
- Whether there is any minimum or maximum debt, or any income or turnover test. None was announced.
- Whether people abroad can apply through an accountant or other authorised representative.
- Whether debts to municipalities are included. The announcement mentions only the tax authority and the social-security funds.
