# PPC and AWS signed a binding memorandum for a 300 MW Kozani data centre, but definitive agreements, a grid connection and approvals are still needed

PPC's announcement of 17 September 2026 sets out a 300 MW data centre with a 15-year AWS lease at the closed Agios Dimitrios plant, but it gives no investment, timeline, jobs or water figure, and the only official decision we found approves a demolition study, not the data centre.

## Does this affect you?

- **Residents of Kozani and Western Macedonia**: The only decision so far approves PPC's study for preliminary demolition of part of the old plant, starting with its five cooling towers, and any new activity on the cleared areas needs separate environmental licensing.[S2] A request by 50 citizens to suspend the demolition is due to be heard at the Council of State on 20 October 2026.[S12][S13]
- **PPC shareholders and investors**: PPC describes the memorandum as binding, but the project and all commercial terms remain subject to definitive agreements and to customary conditions, including due diligence, a grid connection and all approvals.[S1] The announcement gives no investment amount or timeline.[S1]

**What to do:** No action is needed yet for investors: PPC's announcement says the project remains subject to the negotiation and execution of the definitive agreements, as well as due diligence, a grid connection and approvals.[S1] For residents, demolition of part of the old plant has been approved, and local readers can follow the Council of State hearing on the request to suspend it on 20 October 2026.[S2][S12][S13]

- 2026-10-20: Council of State hearing on the request to suspend demolition at the Agios Dimitrios plant, Kozani

## At a glance

- PPC (ΔΕΗ) said in a regulated announcement on 17 September 2026 that its memorandum with Amazon Web Services for a 300 MW data centre near Kozani is binding, but the project and all commercial terms remain subject to definitive agreements and to customary conditions, including due diligence, a grid connection and all approvals.
- The memorandum gives no investment amount, timeline, jobs figure or water figure; those come from press reports of PPC briefings, Bloomberg, analysts and Deputy Prime Minister Kostis Hatzidakis.
- The only official decision so far, dated 21 September 2026, approves PPC's study for preliminary demolition of part of the old plant, starting with its five cooling towers; it says any new activity on the cleared areas needs its own environmental licensing. The Council of State is due to hear a request by 50 citizens to suspend the demolition on 20 October 2026.

On 17 September 2026 ΔΕΗ (Dimosia Epicheirisi Ilektrismou, known in English as PPC), Greece's listed power utility, said in a regulated announcement to investors that it had signed a memorandum of understanding (MoU) with Amazon Web Services (AWS) for a data centre at Agios Dimitrios, its closed lignite power plant near Kozani in Western Macedonia.[S1][S5] "The MoU is binding," the announcement says.[S1] But "the Project and all commercial terms (including the terms described above) remain subject to the negotiation and execution of the definitive agreements and to other customary conditions, including the completion of due diligence, the securing of the required grid connection and the receipt of all necessary approvals from the competent authorities."[S1][S6] By our reading of the announcement, the MoU binds PPC and AWS to a framework, not to a finished data centre.[S1]

> PPC's memorandum with AWS is binding, but the Kozani data centre still depends on definitive agreements, due diligence, a grid connection and every approval.[S1]

## What does the PPC–AWS memorandum commit to?

The MoU sets out "the framework and principal terms" for a data centre at Agios Dimitrios.[S1] PPC provides "the site, the buildings and the supporting energy infrastructure", and AWS installs and operates the IT infrastructure.[S1][S7] The initial phase has 300 MW of incoming power.[S1][S4] On completion, AWS would lease the data centre for 15 years, subject to customary terms.[S1] AWS would buy, and PPC supply, electricity under long-term renewable power purchase agreements (PPAs), in line with Amazon's 2040 net-zero goal.[S1][S4]

Growth to 1 GW is not agreed. PPC and AWS only "intend to explore further expansion (up to 1GW), subject to mutual agreement, market conditions, and the execution of further definitive agreements".[S1] Separately, the two companies intend to explore a multi-year collaboration on cloud and artificial intelligence for PPC's digital transformation.[S1]

## What the announcement does not say

PPC's two-page regulated announcement of 17 September 2026 gives no investment amount, no timeline, no jobs figure and no water figure.[S1] It does not mention water rights or the plant's water supply system.[S1] The numbers in circulation come from press reports of PPC briefings, Bloomberg, analysts or a minister, and are attributed below.[S9][S11][S16][S26]

## How has PPC's description changed since April 2025?

In April 2025 PPC described a 300 MW data centre at the site as "the €2.3 billion investment".[S3] It said then that the facility would be supplied "behind the meter", "meaning its demand will not place additional load on the national grid", and that PPC would start construction once it had agreements with hyperscalers (large cloud operators), and the facility "could be ready by 2027".[S3] The September 2026 announcement instead makes the project conditional on securing the required grid connection.[S1] It does not say whether the behind-the-meter model still applies.[S1]

## What did the Diavgeia decision of 21 September 2026 approve?

Diavgeia (Διαύγεια, "Transparency") is the government website where public bodies must post their decisions.[S2] On 21 September 2026 the General Directorate of Environmental Policy at ΥΠΕΝ (Ypourgeio Perivallontos kai Energeias, the Ministry of Environment and Energy) approved PPC's study for preliminary demolition and removal of part of the equipment and buildings at Agios Dimitrios.[S2] The list starts with the five cooling towers of Units I to V and includes lignite conveyors and substations.[S2] The demolition area covers 548,360 m² of a plant plot of 1,416,582.61 m².[S2] PPC told the ministry that the units stopped operating for good on 16 May 2026.[S2] On 7 August 2026 PPC emailed the ministry copies of its applications for final withdrawal of the units to ΡΑΑΕΥ (Ρυθμιστική Αρχή Αποβλήτων, Ενέργειας και Υδάτων, Rythmistiki Archi Apovliton, Energeias kai Ydaton), the regulator for energy, water and waste, and to ΑΔΜΗΕ (Ανεξάρτητος Διαχειριστής Μεταφοράς Ηλεκτρικής Ενέργειας, Anexartitos Diacheiristis Metaforas Ilektrikis Energeias), the transmission grid operator.[S2]

The demolition decision does not license the data centre. It states that handing over the cleared areas for the installation and operation of "the new or any other activity", in our translation, requires environmental licensing under law 4014/2011.[S2] The decision is valid for five years and can be renewed; ERT, the public broadcaster, notes that this is not a timetable for finishing the demolition.[S2][S12]

## Was the plant's water system handed to Amazon?

pronews.gr headlined on 18 September 2026 that "the water system was handed over for a data centre", in our translation.[S24] We found no document that supports this.[S1][S2] The Diavgeia decision says water for the demolition works must come from Lake Polyfytos under a 2015 water-use permit for four lignite plants, whose holder is PPC.[S2] It orders the plant's water pumping stations to be kept in excellent condition until the site is fully restored, and caps water for the demolition works at 10,000 m³ a year.[S2] PPC's announcement lists only the site, buildings and supporting energy infrastructure as PPC's contribution.[S1]

## How much water would the Kozani data centre use?

PPC is reported to estimate that the data centre would use no more than 400,000 m³ of water a year, cooled by a closed, recirculating loop.[S10][S11][S9] The same estimate is reported as 0.6% of the water the old lignite activity needed.[S9][S10][S11] energymag.gr reported that Agios Dimitrios was originally licensed for 30 million m³ a year and all the lignite plants in the basin together for 70 million m³.[S10] By our calculation, 400,000 m³ is about 0.57% of 70 million m³ but about 1.3% of 30 million m³, so the 0.6% figure matches the whole basin, not Agios Dimitrios alone.[S10]

## How many jobs, and at what cost?

Deputy Prime Minister Kostis Hatzidakis said on 23 September 2026, after a visit to Western Macedonia, that the first 300 MW phase would employ about 400 to 500 people, mainly scientists and specialists.[S15][S16] He said that at up to 1,000 MW "we will be talking about 1,500 employees", in our translation.[S15][S16] PPC, as reported by Bloomberg, says its new projects in the region could need about 7,500 workers at the peak of construction, and that about 1,500 jobs would be tied to running the data centre if it reaches 1 GW.[S26][S25] businessdaily.gr attributes the 7,500 figure to the data centre alone.[S11] The widely quoted €5.8 billion and "at least 2,200 permanent jobs" refer to PPC's whole plan for Western Macedonia, not to the data centre.[S26][S25]

Investment figures conflict. The cost of the first construction phase and its energy infrastructure is reported to be around €1.2 billion.[S8][S9] One reporter, writing for ot.gr and To Vima, which belong to the same group, adds that it would be built in four 75 MW modules.[S8][S28] Other, higher figures have appeared in the Greek press, attributed to earlier plans or to analysts.[S10][S11][S27] PPC is reported to target the first 300 MW by the end of 2028 and a possible 1 GW by 2031.[S25][S26]

## What are people in Kozani doing about it?

Fifty citizens have filed two applications at the Council of State (Συμβούλιο της Επικρατείας, Symvoulio tis Epikrateias, ΣτΕ), Greece's supreme administrative court, against PPC, the ministry and ΡΑΑΕΥ over the demolition.[S12] One is an application for annulment (αίτηση ακύρωσης, aitisi akyrosis), which asks the court to cancel the administrative act; the other is an application for suspension (αίτηση αναστολής εκτέλεσης, aitisi anastolis ektelesis), which asks it to halt the act until it rules.[S12] ERT reports that the request for suspension is set to be heard on 20 October 2026; efkozani.gr also expects the case to be heard that day.[S12][S13] The challenge was reported as early as 6 August 2026, before the decision of 21 September, and geopolitico.gr described the petitioners as citizens from across Greece.[S14]

Kozani's mayor, Giannis Kokkaliaris, told the municipal council that "there are concerns" and that PPC's representatives should come to the council to answer "a great many questions", in our translation.[S19][S20] The municipal group «Κοζάνη Τόπος να Ζεις» ("Kozani, a Place to Live") said on 18 September 2026 that the investment is significant but on its own "is not a factor in a Just Transition", because on what is known so far it does not secure a matching local social and economic benefit, in our translation.[S17][S18] The group's statement is headed "From lignite to Amazon: a Just Transition for whom?", in our translation, using the term (Δίκαιη Μετάβαση, Dikaii Metavasi) for the region's move away from lignite.[S17] The group asked how many permanent jobs there will be, how many will go to local people, and whether waste heat will feed the town's district heating.[S17][S18] The regional council group ΕΛΠΙΔΑ (Elpida) asked on 1 October 2026 for a full water balance and coordinated environmental licensing of the data centre and linked works.[S21]

Kozani's PASOK MP, Paraskevas Koukoulopoulos, asked the Digital Governance ministry on 22 September 2026, in a topical question (επίκαιρη ερώτηση, epikairi erotisi) answered orally in Parliament, what it knows about the project and how local benefit will be secured.[S22] He also filed a request for the tabling of documents (αίτηση κατάθεσης εγγράφων, Α.Κ.Ε.), a procedure that asks a ministry to send papers to Parliament, with the Environment ministry, seeking the decision's supporting file and the demolition study; it was reported on 24 September 2026.[S23]

## What we checked

- **corrected**: Greek City Times headlined on 17 September 2026 that PPC plans "a €5.8bn data centre in Kozani".[S30] → €5.8 billion is PPC's whole investment plan for Western Macedonia, as Bloomberg reported, not the data centre.[S26] PPC's announcement gives no investment amount for the data centre.[S1]
- **missing**: Balkan Green Energy News wrote on 18 September 2026 that the data centre, supplied "behind the meter", "will not use electricity from the wider national network".[S29] → PPC's announcement of 17 September 2026 does not mention behind-the-meter supply. It makes the project subject to "the securing of the required grid connection".[S1]
- **missing**: pronews.gr reported on 18 September 2026 that the old plant's water supply system was handed over for the data centre.[S24] → The Diavgeia decision names PPC as holder of the water-use permit and orders the water pumping stations kept in excellent condition until the site is fully restored.[S2] PPC's announcement lists only the site, buildings and supporting energy infrastructure.[S1] We found no document transferring water infrastructure or rights to AWS.
- **confirmed**: Greek outlets reproduced PPC's statement that "the MoU is binding".[S6] → The announcement says so, and in the next sentence makes the project and all commercial terms subject to definitive agreements, due diligence, a grid connection and all approvals.[S1]

## What we don't know yet

- When PPC and AWS will sign the definitive agreements, and whether PPC will announce them. The 17 September 2026 announcement gives no date.
- Whether AWS or Amazon has said anything on the record. We found only PPC's announcement.
- What grid capacity has been requested from ΑΔΜΗΕ (ADMIE), the transmission grid operator, and when; and how PPC's 2025 'behind the meter' model fits the 2026 grid-connection condition.
- When environmental licensing of the data centre itself will start. We found no environmental terms decision or public consultation.
- Where the data centre's water will come from, the annual cap and who will hold the water-use permit. PPC's reported 400,000 m³ estimate is not in any document we found.
- The lease price, any minimum energy purchase, and what happens if the conditions are not met. None is disclosed.
- Which act or acts the citizens' petition to the Council of State challenges. It was reported in August 2026, before the 21 September 2026 decision, and we could not read the filing.
- Whether PPC will appear before Kozani municipal council, and whether the Digital Governance ministry will answer MP Paraskevas Koukoulopoulos. We found no answer as of 10 October 2026.
