# Greece today: bank-transfer fraud almost doubled in 2025, ELSTAT puts June debt at 140.8% of GDP, and the €400 student allowance is a cement-industry clause, not a state benefit

Fraud in bank transfers in Greece rose 95% in number and 41% in value in 2025, the Bank of Greece says, and it links the rise mainly to instant payments, which execute in under 10 seconds. The 'student allowance of up to €400' in the prime minister's weekly review is a clause in the cement industry's collective agreement, not a new state benefit.

## At a glance

- Fraud in credit transfers in Greece rose 95% in number, to 9,830 cases, and 41% in value, to €17m, in 2025; the Bank of Greece links the rise mainly to instant transfers, which execute in under 10 seconds.[S1][S1:mainly][S1:seconds]
- ELSTAT says Greek general-government debt was €358,647m, or 140.8% of GDP, at the end of June 2026, and general government ran a surplus of €3,116m, 4.8% of GDP, in the second quarter of 2026.[S6]
- The 'student allowance of up to €400' in the prime minister's review of 25 October 2026 is a clause in the cement industry's collective agreement of 20 October 2026: €200 or €400 a year for the children of cement workers, not a state benefit.[S11][S14:student]

### Why did bank-transfer fraud in Greece almost double in 2025?

Fraud in credit transfers in Greece rose 95% in number and 41% in value in 2025, the Bank of Greece (Τράπεζα της Ελλάδος, Trapeza tis Ellados) says in its Financial Stability Review of October 2026.[S1] It counted 9,830 fraud cases worth €17m in 2025, against 5,032 cases worth €12m in 2024.[S1][S5] Those figures cover all credit transfers, the ordinary bank transfers sent from one account to another: 764 million customer transfers worth €1.3 trillion in 2025, 11% more in number and 5% more in value than in 2024.[S1][S4] Fraud remains rare: the Bank counts one fraudulent transaction in every 77,000 transfers, and €1 of fraud in every €74,000 transferred.[S1][S5]

The Bank of Greece links the rise mainly to the growth of instant transfers and to their features: they execute very quickly and can be recalled for only a short time.[S1] Instant payments execute in under 10 seconds and settle almost at once, which makes it "particularly difficult" to recover money after a fraud, the Bank says (our translation).[S1] It names social engineering and authorised push payment (APP) fraud, in which the customer is manipulated into authorising the transfer, as one of the main reasons for the rise.[S1] In 64% of cases the fraudster issued the payment order, and in 36% the fraudster manipulated the payer.[S1][S2][S3][S5] OT.gr and in.gr headlined the story as fraud using stolen codes; OT.gr explains that in these cases the fraudster first obtains the payer's sensitive payment data by fraudulent means and then issues a fake payment order.[S2][S3]

Verification of Payee, an extra security check on the recipient of an instant payment required by EU Regulation 2024/886, was not in force until September 2025, which the Bank says "possibly" contributed to the rise (our translation).[S1] The passage gives no 2026 figures for transfer fraud, so it does not show whether the check has made a difference.[S1] Our [analysis of Greek house prices](https://agentnews.gr/property/greece-property-prices-bank-of-greece-bubble) covers what the same review says about property, and our [brief of 25 October 2026](https://agentnews.gr/brief/2026-10-25) covers its card-fraud figures.

### What did ELSTAT report for the second quarter of 2026?

Greek general-government debt was €358,647m, or 140.8% of GDP, at the end of June 2026, ELSTAT (Ελληνική Στατιστική Αρχή, Elliniki Statistiki Archi), the statistics authority, said on 21 October 2026.[S6][S7] Debt was €360,123m at the end of March 2026 and €368,613m at the end of June 2025, so it fell €1,476m in the quarter and €9,966m over the year, by our calculation from ELSTAT's Table 2.[S6][S8][S9]

General government ran a surplus of €3,116m in the second quarter of 2026, equal to 4.8% of GDP, against €1,915m in the second quarter of 2025.[S6][S8] Revenue was €33,897m and spending €30,781m, up 7.2% and 3.6% on a year earlier by our calculation.[S6][S7][S9] Excluding interest, the primary surplus was €5,228m.[S6] Quarterly balances swing: in the first quarter of 2026 general government ran a deficit of €1,403m.[S6]

The 140.8% is ELSTAT's quarterly ratio, and the release does not say which GDP figure it uses, so it should not be compared directly with the 145.4% of GDP for end-2025 that ELSTAT published on the same day in its annual fiscal notification, on debt of €362,995m.[S6][S10] In euros, debt at the end of June 2026 was €4,348m lower than at the end of 2025, by our calculation.[S6][S10] Our [brief of 22 October 2026](https://agentnews.gr/brief/2026-10-22) covers the annual figures.

### Is there a new €400 student allowance in Greece? Only for cement workers' children

In his weekly review of 25 October 2026, the prime minister said a new collective agreement had been signed in the cement industry with pay rises above 5.5% a year, a 55% seniority supplement, €600 for the third and each later child and "a student allowance of up to €400" (our translation).[S11][S12] Some outlets headlined this as a "new student allowance", though their articles go on to say it comes from the cement agreement.[S12][S13] It is not a state benefit.[S14]

The allowance is a clause in the sectoral collective agreement for cement workers nationwide, signed in Athens on 20 October 2026 by ΣΕΒ (Σύνδεσμος Επιχειρήσεων και Βιομηχανιών, Syndesmos Epicheiriseon kai Viomichanion), the employers' federation, and the Federation of Cement Workers, Technicians and Employees (Ομοσπονδία Εργατών-Τεχνιτών και Υπαλλήλων Τσιμέντων, Omospondia Ergaton-Technition kai Ypallilon Tsimenton).[S14][S15] It covers workers at cement companies that are members of the signatory employers' body and whose main activity code (ΚΑΔ) is 23.51, cement production.[S14] Article 4, section ΙΓ, grants these workers €200 a year for children studying in the prefecture (νομός, nomos) where the family lives and €400 a year for children studying outside it.[S14] The allowance is offset against any similar benefit an employer already pays, and is paid for the legal length of the course, for example five years at a polytechnic.[S14] The €600 for a third or later child is a separate, one-off payment under section ΙΒ, so the student allowance is not limited to large families.[S14]

The agreement raises basic wages and day rates by 3% from 1 January 2025, 2.5% from 1 July 2025, 3% from 1 January 2026 and 2.5% from 1 July 2026; by our calculation that is about 5.6% a year.[S14] Seniority supplements reach up to 55% after eight three-year periods.[S14] The agreement applies from 1 January 2025.[S14][S15] Neither the review nor the agreement changes the state student housing allowance, which our [guide to the student housing allowance](https://agentnews.gr/guides/greece-student-housing-allowance) explains.[S11][S14]

### Strikes on Friday 30 October 2026: still no nationwide seafarers' call

ΑΔΕΔΥ (Ανώτατη Διοίκηση Ενώσεων Δημοσίων Υπαλλήλων, Anotati Dioikisi Enoseon Dimosion Ypallilon), the civil servants' confederation, holds stoppages on Friday 30 October 2026 from 08:00 to 12:00 in Attica and Achaia, and from 11:00 to the end of the shift in Thesprotia.[S20][S16] Aeginaportal reports a 24-hour seafarers' strike from 00:01 to 24:00 on 30 October 2026 for all types of vessel at Piraeus, Rafina, Lavrio, Patras and Igoumenitsa, called by ΠΕΜΕΝ (Πανελλήνια Ένωση Μηχανικών Εμπορικού Ναυτικού, Panellinia Enosi Michanikon Emporikou Naftikou), a marine engineers' union, and the union «ΣΤΕΦΕΝΣΩΝ» (Stefenson), whose full name the report does not give.[S17] Cyclades24 named ΠΕΜΕΝ, ΠΕΝΕΝ and ΕΝΕΔΕΠ on 12 October 2026, so reports differ on which unions are involved.[S18] Neither report says that ΠΝΟ (Πανελλήνια Ναυτική Ομοσπονδία, Panellinia Naftiki Omospondia), the seafarers' federation, has called a nationwide strike,[S17][S18] and we found no such call in our checks on 26 October 2026. Aeginaportal reports that Saronic Ferries will not run any of its sailings on 30 October 2026; we have not seen the company's own notice.[S17] Travellers should check with their ferry company. Our [brief of 23 October 2026](https://agentnews.gr/brief/2026-10-23) sets out the full list of actions.

### Heating allowance: no 2026–27 decision yet

We found no 2026–27 heating-allowance decision by 26 October 2026; on 25 October 2026 Thanasis Kontogeorgis, Deputy Minister to the Prime Minister, repeated that the allowance rises 30%, to up to €1,560, but gave no new dates.[S19] Our [heating allowance guide](https://agentnews.gr/guides/greece-heating-allowance-2026-27) stands.

## What we checked

- **corrected**: Dimokratia's headline of 25 October 2026 speaks of a «Έκρηξη 95% στις απάτες μέσω άμεσων πληρωμών» (a 95% explosion in fraud through instant payments).[S4] → The 95% rise in cases and the 41% rise in value cover all credit transfers in 2025, not instant payments alone. The Bank of Greece says the rise is linked mainly («κυρίως») to the growth of instant transfers, and the passage gives no separate figure for them.[S1][S1:mainly]
- **corrected**: Dimokratia writes that the total economic damage («συνολική οικονομική ζημία») from card fraud in the first half of 2026 was limited to €10.6m.[S4] → In the Bank of Greece review, €10.6m is the value of card-fraud transactions in the first half of 2026; the financial losses that resulted were €9.6m.[S1]
- **confirmed**: The prime minister's weekly review of 25 October 2026 lists «φοιτητικό επίδομα έως €400» (a student allowance of up to €400) among the terms of the new cement-industry collective agreement.[S11] → Article 4, section ΙΓ, of the agreement signed on 20 October 2026 gives €400 a year for children studying outside the prefecture of residence and €200 for those studying within it. It covers workers at cement firms that are members of ΣΕΒ, and it is not a state benefit.[S14:student][S14]
- **confirmed**: NewMoney reports that general-government debt fell to 140.8% of GDP at the end of June 2026, about €4.35bn below the end of 2025.[S7] → ELSTAT's release puts debt at 140.8% of GDP and €358,647m at the end of June 2026; against the €362,995m for end-2025 in its annual notification, that is €4,348m lower, by our calculation.[S6][S10]

## What we don't know yet

- How much of the 2025 credit-transfer fraud took place in instant transfers specifically; the Bank of Greece passage we read does not split the figures.
- Whether transfer fraud has fallen since Verification of Payee came into force, and how much of the €17m of transfer fraud in 2025 ended as losses, and for whom; the passage gives no 2026 transfer figures and no loss figures for transfers.
- Which GDP figure ELSTAT uses for its quarterly ratios of 140.8% (debt) and 4.8% (surplus); the release does not say.
- How and when cement employers pay the student allowance, what proof of enrolment they ask for, whether vocational institutes (ΙΕΚ) or study abroad count, and how many workers the agreement covers.
- Whether ΠΝΟ, the seafarers' federation, will call a nationwide strike for Friday 30 October 2026, and whether the large ferry companies will cancel sailings.
- When the 2026–27 heating-allowance decision will be published and when the application platform opens.

- [S1] Financial Stability Review, October 2026, chapter VI, section 1.2: «Η αύξηση των περιστατικών απάτης που παρατηρείται το 2025 σε σχέση με το 2024 συνδέεται κυρίως με την αύξηση των συναλλαγών άμεσων μεταφορών πιστώσεων και τα ιδιαίτερα χαρακτηριστικά τους, δηλαδή την πολύ σύντομη χρονική διάρκεια εκτέλεσής τους και την περιορισμένη χρονικά δυνατότητα ανάκλησης των συναλλαγών αυτών» In our translation: The rise in fraud cases observed in 2025 compared with 2024 is linked mainly to the growth in instant credit-transfer transactions and their particular features, namely the very short time they take to execute and the limited window in which these transactions can be recalled
In our translation: Executing payments in less than 10 seconds results in their almost immediate settlement, which makes it particularly difficult to recover the funds in the event of fraud.
- [S14] Article 4, section ΙΓ («Φοιτητικό επίδομα»): «Χορηγείται ετήσιο φοιτητικό επίδομα ως εξής: ● 200 € για τέκνα που σπουδάζουν εντός του νομού κατοικίας ● 400 € για τέκνα που σπουδάζουν εκτός νομού κατοικίας» In our translation: An annual student allowance is granted as follows: ● €200 for children studying within the prefecture of residence ● €400 for children studying outside the prefecture of residence
